Executive Summary:
Residential development of 3310 Santa Rosa Avenue (DRH14-0001) was approved with conditions on March 15, 2015. Per Transportation and Public Works (TPW) Condition #59, the developer was required to construct a midblock crossing on its frontage with Santa Rosa Avenue. Revised plans were approved by the Director of TPW on August 26, 2019, and construction was completed under encroachment permit ENC17-0169. Sonoma County Public Infrastructure (formerly TPW) is requesting the Board adopt a Resolution establishing the midblock crosswalk on Santa Rosa Avenue (Road No. 7802) at post mile 11.71 and accepting it into The County’s road maintenance inventory.
Discussion:
Section 21106 of the California Vehicle Code authorizes the Board to establish crosswalks between intersections by resolution. Due to the distance between existing intersection crossings and the location of northbound and southbound bus stops in the vicinity of the project at 3310 Santa Rosa Avenue, Sonoma County Public Infrastructure required the developer to install an enhanced pedestrian crossing. The intent of the improvement is to make crossings safer for those who would otherwise need to walk up to a half mile to access buses travelling in the preferred direction.
Public road improvements, including an enhanced midblock pedestrian crosswalk, were accepted as complete by Public Infrastructure on April 18, 2022.
Public Infrastructure recommends that the Board establish the midblock crosswalk pursuant to California Vehicle Code Section 21106 and accept the improvements into the County’s road maintenance inventory.

Narrative Explanation of Fiscal Impacts:
Expenses associated with maintaining the pedestrian crosswalk are estimated at $2,200 annually and are included in the FY 2022-23 Road Maintenance adopted budget (11051-34010102). Ongoing costs will be incorporated in future Roads Division annual budget requests. Road Maintenance utilizes multiple sources of funding for ongoing maintenance including: the State Highway Users Tax (HUTA), Senate Bill 1 Road Maintenance and Rehabilitation Program (SB1), contributions from Sonoma County’s General Fund, and allocations from Measure M.
