A)                     Authorize the Director of the Human Services Department to execute Amendment #2 to increase a Board approved contract with Senior Advocacy Services in the amount of $27,137 for the Health Insurance Counseling & Advocacy Program (HICAP), for a contract amount not to exceed $800,744.  The term of the agreement will remain from July 1, 2020 to June 30, 2021.

B)                     Adopt a budget resolution authorizing the County Administrator and the Director of the Human Services Department to increase appropriation in the FY 2020-2021 HSD Budget by $27,137 reflecting the augmented funding and associated expenditure for the Health Insurance Counseling & Advocacy Program (HICAP) effective March 23, 2021

Executive Summary:

On January 20, 2021, the California Department of Aging issued Health Insurance Counseling & Advocacy Program (HICAP) Standard Agreement Amendment #2 to the Human Services Department (HSD), augmenting funding for HICAP services. The augmentation will allow HSD to increase HICAP services by $27,137 through its contract with Senior Advocacy Services.

 

Discussion:

The California Department of Aging (CDA) issues Health Insurance Counseling & Advocacy Program (HICAP) Standard Agreement amendments each year to allocate changes to fiscal year funding for the Human Services Department Area Agency on Aging contracted services for older and disabled adults in the community.

 

HICAP provides Medicare beneficiaries and those imminent of becoming eligible for Medicare and their families with free one-on-one personal, unbiased, accurate and objective Medicare information and technical assistance. Program staff and volunteers help Medicare beneficiaries understand the complexities of their Medicare benefits including Prescription Drug Plans, Medicare Advantage plans, Medicare Savings Programs and long-term insurance to ensure that beneficiaries are making informed decisions. These activities are contracted to and administered by Senior Advocacy Services (SAS).

 

The Area Agency on Aging issued a Request for Proposal for HICAP services in October 2016 for a 4-year cycle with the term of July 1, 2017 through June 30, 2021. Senior Advocacy Services submitted the successful proposal and was awarded the contract. In addition to the HICAP program, Senior Advocacy Services provides other program services that include: the Ombudsman program, Elder Abuse Prevention, and Medicare Improvements for Patients and Providers Act (MIPPA).

 

Prior Board Actions:

December 15, 2020: Board approved Sonoma County Area Agency on Aging Fiscal Year 2020-2021 Contract Amendments with Council on Aging, Petaluma People Services Center, and Senior Advocacy Services

 

August 4, 2020: Board approved California Department of Aging Standard Agreement #HI-2021-27 for Fiscal Year 2020-2021

 

June 9, 2020:  Board approved Human Services Department Contracts which included Senior Advocacy Services Contract for Fiscal Year 2020-2021 in the amount of $693,767.

 

June 11, 2019: Board approved Senior Advocacy Services Contract for Fiscal Year 2019-2020.

Narrative Explanation of Fiscal Impacts:

The additional appropriation needed to contract with Senior Advocacy Services for HICAP in the amount of $27,137 will augment services through the end of FY 2020-21 on June 30, 2021 such that the contract does not exceed $800,744.  No General Fund will be required in this augmentation.
