Executive Summary:
In partnership with the City of Rohnert Park, Regional Parks is seeking funding to contribute to the cost of constructing a multi-use trail connecting Sonoma State University to Crane Creek Regional Park (Park). The trail will provide a direct and safe connection for Rohnert Park, Cotati, and Sonoma State University residents to reach the Park. The City owns property between Petaluma Hill Road and the Park and is leading the Copeland Creek Trail design, environmental review, and construction. The total estimated trail construction cost is $1. 4 million. Transportation Development Act Article 3 funding is available to the County of Sonoma and a resolution approving applications for grant funding is required by the Metropolitan Transportation Commission.
Discussion:
In 2007, the City of Rohnert Park, in partnership with Sonoma County Regional Parks and Sonoma State University, secured a $711,000 matching grant from the Sonoma County Ag + Open Space District (Open Space District) to construct a trail from the current terminus of the Copeland Creek Trail, on the Sonoma State Campus, to Crane Creek Regional Park. The planned trail crosses a 128-acre parcel dedicated to the City in 2016 by the University District Developer. The upland portion of the parcel is anticipated to be transferred to the County as an expansion to Crane Creek Park after trail construction is completed. With review by Regional Parks, the City is completing trail design and environmental review and an estimated cost of $458,000.
The Open Space District grant requires the trail to be constructed by December 2021. The City has finalized the Project’s environmental review and is completing design so that construction work could begin in 2020 and will likely continue through the 2021 summer construction season.
The Sonoma County Transportation Authority (SCTA) issued a call for bicycle and pedestrian projects on February 18, 2020. The County of Sonoma and the nine incorporated cities are invited to submit projects for the Transportation Development Act Article 3 (TDA3) program. A resolution approving applications for TDA3 grant funding is required by the Metropolitan Transportation Commission (MTC) and is due to Sonoma County Transportation Authority by April 27, 2020.
There is currently $663,444 in TDA3 funding available to the County for FY 2020-21. The Sonoma County Bicycle and Pedestrian Advisory Committee’s three year funding plan identifies $200,000 in TDA3 funding for the Copeland Creek Trail in Fiscal Year 2020-21. This Committee supported TDA3 funding for this project during their meeting on February 21, 2018. Regional Parks is proposing to request $200,000 for construction of the Copeland Creek Trail.
The City of Rohnert Park is requesting their entire allocation and advance of two years in order to contribute $480,000 in TDA3 funding for the Project.
TDA3 funds are generated from a statewide ¼ cent sales tax with 2% of those funds dedicated for bicycle and pedestrian projects. MTC distributes TDA3 funding in the San Francisco Bay Area based on population. The SCTA manages the local TDA3 funding program and submits an approved TDA3 local Program of Projects with supporting documentation to MTC.
Prior Board Actions:
June 11, 2019 received the County of Sonoma Capital Project Plan 2019-2024, including subject Copeland Creek Trail project and related Crane Creek Park Expansion project.
July 11, 2007 as the Board of Directors for the Ag + Open Space District, received the Copeland Creek Trail project into the Matching Grant Program.
