Approve Revisions to the Independent Citizens’ Pension Advisory Committee Charter



Executive Summary:

At the direction of the Board on 7/23/2019 the Committee presents for approval changes to the Committee’s charter in order to clarify the scope and enhance the Committee’s advisory value to the Board of Supervisors.



On April 25, 2017 the Board approved the establishment of a Pension Advisory Committee and associated charter. The committee was charged with representing the best interests of the entire community in a non-partisan manner, while acting as a bridge for communication between the County and local residents on matters pertaining to the County’s pension costs and reform efforts.


On 7/23/2019, the committee presented their first report. The report included the recommendation to direct the Committee to identify changes to its Charter by March 2020. The Board accepted the recommendation and the committee, in addition to miscellaneous edits, developed the charter adjustments listed below for the Board’s consideration and approval. III. b. Membership Requirements:

The Committee is recommending two changes to the committee membership requirements.  First, the Committee believes that committee members should accept the County’s Pension Reform goals in order to ensure applicants to vacant seats understand the Board’s goals and integrate into the Committee with a desire to provide the Board advice consistent with the Board’s interests.  Second, the Committee is recommending allowing retired employees to be eligible to apply for vacant positions and bring another valuable citizen perspective to the Pension Reform advisory conversation.

III. e. Compensation:

The Committee is recommending that members are paid $75 per committee meeting in order to enhance recruitment efforts for future committee members from diverse backgrounds, sectors, and communities. 

V. Scope of Effort and Deliverables

The Committee is recommending the Board establishes a deliverable where the Committee is to study and evaluate reform initiatives that may have a viable application for the County of Sonoma provided it is a legislative implementable and addresses the Board’s pension reform goals.

VII. Spending Authority

The Committee is recommending revision to this section to clarity that the Committee has the option to request resources from the Board for a specific purpose. I.e. engage external research and analysis services.

In addition, recommendations include allowing for committee members to request mileage reimbursement when conducting committee business within the county.
