Adopt a Resolution (1) approving Project Delivery Agreements between the County of Sonoma and the California Department of Transportation related to the completion of the Watmaugh Road Bridge Replacement (Bridge No. 20C0017), the Bohemian Highway Bridge Replacement (Bridge No. 20C0018), and the Wohler Road Bridge Seismic Retrofit (Bridge No. 20C0155); (2) authorizing the Director of Transportation and Public Works Department to execute the agreements; and (3) delegating authority to the Director of Transportation and Public Works to take all other actions necessary to effectuate the agreements. Executive Summary:
The California Transportation Commission (CTC) recently adopted revisions to the Proposition 1B Local Seismic Bridge Retrofit Account Guidelines, which now require the County of Sonoma (County) to enter into Project Delivery Agreements with the California Department of Transportation (Caltrans) for three County bridge projects: (1) Watmaugh Road Bridge Replacement; (2) Bohemian Highway Bridge Replacement; and (3) Wohler Road Bridge Seismic Retrofit. The Project Delivery Agreements commit the County to project milestones by the dates specified in the Agreements.
Discussion:
The Local Bridge Seismic Retrofit Program (LBSRP) was established in 1989 to retrofit seismically deficient bridges. The initial program included 1,235 bridges owned by local agencies in need of seismic retrofit. In 2006, State Proposition 1B was approved and provided funding to complete the bridges on the seismic retrofit list. As of June 30, 2019, 60 bridge projects remained on the list, including three within the County’s jurisdiction.
The LBSRP is administered by the CTC, which recently revised the Proposition 1B Local Bridge Seismic Retrofit Account Guidelines in order to promote the completion of bridge projects. The CTC guidelines now require agencies with projects funded by Proposition 1B funds that have not advanced to the construction phase by December 31, 2019 to execute Project Delivery Agreements (Agreements) with Caltrans by March 31, 2020. The Agreements represent a commitment by the local agency as to the scope, cost and delivery schedule for the project.
The bridge projects within the County that require Agreements are the Watmaugh Road Bridge Replacement, the Bohemian Highway Bridge Replacement, and the Wohler Road Bridge Seismic Retrofit.
In conjunction with our funding partners, the Department of Transportation and Public Works (TPW) has developed schedules for the completion of the three bridge projects, with consideration of work completed, work remaining, current contracts, current staffing levels and allowing for unforeseen delays. Also included is coordination with design partners, including environmental permitting, utility relocation and right-of-way consultants. Additionally, the proposed schedules in the Agreements are coordinated with the programmed federal funding.
According to the CTC’s new guidelines, should the County not meet the milestones scheduled in an executed Agreements, the County will be restricted from seeking new funding obligations in the Federal Highway Bridge Program administered by Caltrans.

- September 24, 2013: Awarded engineering design contract of $653,454 with an end date of December 31, 2016.
