Executive Summary:
On October 7, 2019, the Director of Emergency Services for the County of Sonoma issued a Proclamation of a Local Emergency related to the imminent and likely de-energization by Pacific Gas & Electric Company (“PG&E”) of a substantial portion of the County of Sonoma due to weather conditions that increased the chance of wildfires. Additionally, a Red Flag Warning was issued by the National Weather Service, which means warm temperatures, very low humidities, and stronger winds were expected to combine to produce an increased risk of fire danger. In response, the Emergency Operations Center was opened on October 8, 2019 at 9:00a.m.
PG&E informed the County that a power shutoff was possible on October 9, 2019 through October 10, 2019. The Emergency Operations Center was activated in response to the proclaimed local emergency as the number of Sonoma County residents potentially affected by a power shutoff was estimated by PG&E at over 250,000 people.
On October 8, 2019, the Board of Supervisors ratified the Proclamation of a Local Emergency by the Director of Emergency Services, and found that the circumstances of the de-energization as described in the Director’s Proclamation of Local Emergency did support and justify the proclamation of a local emergency.
PG&E initiated its De-Energization shortly after midnight on October 9, 2019, affecting over 66,000 PG&E Customers, and 250,000 Sonoma County residents. At approximately 2:00p.m. on October 10, 2019, PG&E declared the weather conditions that gave rise to the de-energization ceased and it began the process of restoring power to Sonoma County. The Red Flag warning issued by the National Weather Service likewise ceased at 5:00p.m. on October 10, 2019.
Staff recommends terminating the Proclamation of Local Emergency as the conditions that gave rise to the local emergency no longer exists.
