Executive Summary:

Regional Parks seeks Board of Supervisors authority to publish a notice of intention, pursuant to Cal. Gov. Code Sections 25350 and 6063, to purchase approximately 515.45 acres in the lower Dutch Bill Creek drainage.

 

Discussion:

Regional Parks has entered into a purchase agreement with the landowners to purchase the 515.45-acre subject property (“Property”) for a price of $3,900,000 in Monte Rio. The Property is predominantly redwood and Douglas fir forest and has approximately one mile of frontage along Dutch Bill Creek connecting with Monte Rio’s Creekside Park and skatepark. Acquiring the Property will protect numerous important natural resources including Coho and Steelhead habitat, old growth redwoods, and other special status plant and animal species. 

 

The Property supports the construction of a section of separated multi-use trail paralleling Main Street.  A proposed future trail system would provide additional recreational opportunities and connections to adjacent public lands. The purchase of the Property and the development of the planned trails would benefit Monte Rio, the greater community, and visitors. 

 

Regional Parks intends to seek authorization from the Board of Supervisors to purchase the 515.45-acre Dutch Bill property on June 2, 2020.  The purchase price is based on an appraisal completed by an independent appraiser and is presently undergoing peer review.  Closing is proposed on or before July 15, 2020.  Regional Parks is currently conducting due diligence investigations of the Property including a boundary survey and hazardous materials inspection.

 

Regional Parks is working diligently to seek state, federal and local grant funding for this acquisition.  On February 4, 2020, the Board of Supervisors granted authorization for Regional Parks to apply for a Land and Water Conservation Fund grant.  Additional funding is being sought from the State Coastal Conservancy and Ag + Open Space District. Parks for All Measure M and Park Mitigation Fees are also identified for this project.

 

California Government Code Section 25350 requires that the Board of Supervisors publish a notice of its intention to purchase property for park purposes prior to authorizing the acquisition.  The notice must contain a description of the property proposed to be purchased, the price, the seller, and a statement of the day and time the board will meet to authorize the purchase.  This notice is to be published in a local newspaper once a week for three successive weeks all prior to the June 2, 2020 Board of Supervisors meeting.  The proposed language for this notice is an attachment to this Summary Report.

 

Regional Parks requests the Board’s authority to publish a Notice of Intent of County to Purchase Real Property pursuant to California Government Code Section 25350 and 6063.

 

Prior Board Actions:

February 4, 2020 - Resolution 20-0038 authorizing the application for a grant from the Land and Water Conservation Fund for this Dutch Bill Creek acquisition.

June 11, 2019 - The Board of Supervisors received the County of Sonoma Capital Project Plan 2019-2024, including subject “Dutch Bill Creek Bikeway” (Project RP14027).
