Executive Summary:
This item seeks the appointment of Judith Morgan to the Community Development Committee as a Housing Authority Tenant Representative.
Discussion:
Federal, state, and local laws require that two participants of the Housing Choice Voucher program serve on the Housing Authority’s Community Development Committee (“Committee”) as tenant representatives. At least one of the two tenant representatives must be over the age of 62 and one must be formerly homeless. The bylaws of the Committee provide that the tenant representatives be nominated by the Sonoma County Board of Commissioners or Commission staff.
In December 2020, tenant representative Stephanie Hiller resigned from the Committee. To fill the vacancy, staff implemented a recruitment process. All Housing Choice Voucher participants over the age of 62 of were notified of the opportunity. Twenty-nine applications were received in response to the solicitation. A selection panel sub-committee, made up of the one Committee member and two staff members interviewed the most eligible applicants. The sub-committee reflected on the purpose of the Sonoma County Community Development Committee and the type of issues on which it deliberates while also considering the knowledge, skills, and experience of each applicant. The sub-committee recommends Judith Morgan be immediately appointed as tenant representative.
