Executive Summary:
In January 2020, Creative Sonoma was authorized to accept and expend grants, in an amount not to exceed $500,000 annually, in coordination with County Counsel and the County Administrator’s Office. Creative Sonoma accepted a grant from the National Endowment for the Arts, in the amount of $250,000, in September 2020 to be re-granted into the community for COVID relief. The NEA has amended its original award to Creative Sonoma and increased the total funds available by $45,590.
Discussion:
Staff is recommending that the Board adopt the Budget Adjustment Resolution increasing appropriations for accepted grant awards and matching funds to the Economic Development Department by $45,590.
Creative Sonoma is dedicated to providing financial, information, and networking resources to Sonoma’s creative community and the public. To facilitate the provision of financial resources, Creative Sonoma has successfully sought and received grants from funders that supplement Creative Sonoma’s annual budget allocation. Creative Sonoma has successfully built and implemented a process through which it can re-grant funds in an efficient, equitable, and transparent manner. It has also established a track record of managing other projects and activities that support the creative sector. The process has been built to accommodate an increasing level of resources as funding opportunities arise that support Creative Sonoma’s continued growth.
In January 2020, Creative Sonoma was authorized to accept and expend grants, in amounts not to exceed $500,000 annually. Creative Sonoma is coordinating with County Counsel to ensure compliance with federal, state and local procurement, conflict of interest, reporting and auditing requirements. The Creative Sonoma Advisory Board has adopted its own conflict of interest code.
Creative Sonoma is in the process of receiving grant funds on an amended contract from the National Endowment for the Arts (NEA) of $45,590. The original grant of $250,000, and the new funds, are being awarded to re-grant to Sonoma County arts and cultural nonprofits for COVID19 relief from the CARES Act. These funds were awarded in September 2020 to 28 arts and cultural organizations across the county and provided much needed resources for the arts community that has been severely impacted by Shelter-in-Place closures as a high percentage of its activities require in-person gatherings of groups. The new funds of $45,590 will be distributed using the same guidelines that have been reviewed by counsel.
Today’s actions will allow Creative Sonoma to continue its efforts to support the creative community of Sonoma County in this time of unique need.
