Executive Summary:
The Human Services Department (HSD), Adult and Aging Division is requesting that the Board of Supervisors adopt a resolution authorizing the Director of HSD to execute the Older Adults Recovery and Resilience (OARR) Nutrition Infrastructure Standard Agreement in the amount of $801,318 for the term of October 1, 2022 through December 31, 2024.
HSD requests authorization for the Director of HSD to execute a contract with Council on Aging in the amount of $294,566 for the term of October 15, 2022 through December 31, 2024. Service provider contracts are to improve meal production and delivery infrastructure.
The OARR Nutrition Infrastructure funding will be used for purchasing, upgrading, and/or refurbishing infrastructure for the production and distribution of congregate or home-delivered meals, including the purchase of commercial grade equipment such as stoves, refrigerators, delivery vehicles, etc.
This new contracted service, along with all Sonoma County Area Agency on Aging (AAA) nutrition programs, will be considered as part of the HSD Food Insecurity Assessment.
Discussion:
The AAA is responsible for planning, advocating, and providing funding for services that support the needs of older adults, adults with disabilities, and their caregivers throughout Sonoma County. The AAA has received time-limited state funding from OARR.
Per California Department of Aging (CDA) guidance, the purpose of the OARR funding is to strengthen older adults, adults with disabilities, and caregivers’ recovery and resilience from the severe isolation and health impacts from staying at home during the COVID-19 pandemic. OARR serves as an additional resource to help aid the transition of older Californians back into their local communities, which will reduce isolation and loneliness, and mitigate other health concerns.
This OARR funding is the result of a proposal submitted by Meals on Wheels of America requesting $40 million to support capacity and infrastructure improvement grants for senior nutrition programs within California. The Nutrition Infrastructure program provides funding to enhance, expand, and increase senior nutrition infrastructure statewide. The grant prioritizes purchasing, upgrading, or refurbishing infrastructure for the production and distribution of congregate or home-delivered meals, including the purchase of commercial grade equipment such as stoves, refrigerators, delivery vehicles, etc.
The AAA completed a Request for Application (RFA) on March 31, 2022 at the request of the state, and proposals received were forwarded to the CDA for review and approval before entering into a contract with HSD to fund this program. Applications were requested by Sonoma County AAA from providers to improve meal production and delivery infrastructure. HSD will execute service provider contracts resulting from the OARR Nutrition Infrastructure funding for the purchase of nutrition infrastructure items. The Sonoma County AAA Nutrition Infrastructure plan was approved by CDA and the requested resolution will go back to CDA to receive the Standard Agreement.
The allowable amount of 10% of the OARR funding will be used for administrative costs, which totals $80,132, leaving the remaining $721,186 available to fund local non-profit organizations that serve meals to older adults and adults with disabilities.
Contracts with a total value of $100,000 or more over a twelve-month period are required to have Board of Supervisors’ approval. The only contract included in this round of OARR funding that requires Board approval is with the Council on Aging in the amount of $294,566. Additional contracts funded with the OARR funding not requiring Board approval are included below. All applicants who responded to the Sonoma County AAA RFA were awarded funding. Ceres Community Project contract is a two-year contract and therefore doesn’t require Board approval.
The $801,318 Nutrition Infrastructure funding amount is allocated as follows for the term of October 15, 2022 through December 31, 2024. The contracts below are all from the RFA conducted in March 2022.

The $80,318 for Administrative costs have been solely dedicated to fund the time-limited Program Development Manager in AAA approved by the Board on September 13, 2022.
This new contracted service, along with all AAA nutrition programs, will be considered as part of the HSD Food Insecurity Assessment.

HSD requests approval to increase FY 2022-23 appropriations by $267,106 based on a contract term of 27 months. The remaining funds will be programmed into future budgets as follows: FY 2023-24 $356,141 (12 months), and FY 2024-25 $178,071 (6 months).
