Executive Summary:
Sonoma County Water Agency, Russian River County Sanitation District, and Sonoma Valley County Sanitation District (collectively “Sonoma Water”) require janitorial services at a variety of locations throughout the county. Through the proposed agreement, services will be provided through June 30, 2029.
Discussion:
HISTORY OF ITEM/BACKGROUND
Sonoma Water requires janitorial services at each of its six facilities. Most facilities require service at the end of each business day. The facilities involved include, but are not limited to, the following:
• Administration Offices, 404 Aviation Boulevard, Santa Rosa, CA
• Operations and Maintenance Offices, 204 Concourse Boulevard, Santa Rosa, CA
• Fisheries Environmental Lab, 800 and 806 Aviation Boulevard, Santa Rosa, CA
• Water Education Building, 9703 Wohler Road, Forestville, CA
• Sonoma Valley County Sanitation District Treatment Plant, 22675 8th Street, Sonoma, CA
• Russian River County Sanitation District Treatment Plant, 18400 Neely Road, Guerneville, CA
SELECTION PROCESS
James Furuli Investment Company, Inc., dba Environmental Dynamics dba Total Building Maintenance (Service Provider) was selected from a list of qualified service providers developed from a 2022 competitive selection process. Attached is a memo that explains the competitive selection process.
Service Provider was selected for the subject work because Service Provider meets the evaluation criteria and has a great deal of experience in this field. Additionally, Service Provider has successfully worked with Sonoma Water in the past and is familiar with Sonoma Water processes, procedures, and facilities.
SERVICES TO BE PERFORMED
Under the agreement, Service Provider will clean and restock restrooms; sweep, mop, or vacuum floors, as appropriate; dust office furniture; empty wastebaskets; and other general janitorial services.
The cost of services will not exceed $1,076,463 the term end date is June 30, 2029.
Under the agreement, the General Manager shall have the ability to extend the term of the agreement for up to two additional years by providing written notice to the other party thirty days in advance of the expiration date. The extension shall be formalized in an amended agreement or amendment signed by the parties.

Narrative Explanation of Fiscal Impacts:
Budgeted amount of $137,004 is available from FY 2024/2025 appropriations for the Facilities Fund ($93,810), Water Transmission O&M Fund ($4,268), Sonoma Valley County Sanitation District Operations Fund ($2,971), and Russian River County Sanitation District Operations Fund ($3,872). FY 2025/2026, FY 2026/2027, FY 2027/2028, and FY 2028/2029 appropriations will be budgeted in that fiscal year.
