Authorize Sonoma County Water Agency’s General Manager acting on behalf of Sonoma County Water Agency, Occidental County Sanitation District, Russian River County Sanitation District, Sonoma Valley County Sanitation District, and South Park County Sanitation District to execute an agreement with Acme Security Center, Inc. dba Rinkor Technology Solutions, in substantially the form as the draft presented to this Board, for electronic security device installation, replacement, maintenance, and repair services through June 30, 2027, in the not-to-exceed amount of $300,000.

Executive Summary:
To comply with the America’s Water Infrastructure Act (AWIA)’s Risk and Resilience Assessment (RRA), the installation and replacement of electronic security devices throughout Sonoma County Water Agency, Occidental County Sanitation District, Russian River County Sanitation District, Sonoma Valley County Sanitation District, and South Park County Sanitation District (collectively “Sonoma Water”) infrastructure is required. Under the subject agreement, a portion of this work will be performed by Acme Security Center, Inc. dba Rinkor Technology Solutions (“Service Provider”) to ensure timely and effective installation and replacement. Service Provider will also repair and maintain electronic security devices.
Discussion:
HISTORY OF ITEM/BACKGROUND
To comply with AWIA’s RRA, electronic security devices at Sonoma Water facilities will be installed, replaced, or repaired. Due to staff constraints and workload, and to ensure timely and effective installation, repair, and replacement of these devices, Service Provider will perform a portion of this work.
Facilities that need improvements include, but are not limited to, Sonoma County Water Agency administration offices, maintenance and operations buildings, water education center, Wohler and Mirabel production facilities, and Sonoma booster station; Sonoma Valley Treatment Plant; Occidental Treatment Plant; and Russian River Treatment Plant.
Sonoma County Water Agency owns, operates, and manages Airport/Larkfield/Wikiup Sanitation Zone, Geyserville Sanitation Zone, Penngrove Sanitation Zone, and Sea Ranch Sanitation Zone.
In addition, Sonoma County Water Agency operates and manages Occidental County Sanitation District, Russian River County Sanitation District, Sonoma Valley County Sanitation District, and South Park County Sanitation District (“Districts”) under contract with Districts.
SELECTION PROCESS
Service Provider was selected from a list of qualified consultants developed from a competitive selection process. Attached is a memo that explains the competitive selection process.
Service Provider was selected for the subject work because of its knowledge, experience, and certifications with Verkada products that will be used, and its quality and timely installations on previous work with Sonoma Water.
SERVICES TO BE PERFORMED
Service Provider will install, replace, maintain, and repair electronic security devices and provide related services as needed.
Under the agreement, the General Manager shall have the ability to extend the term of the agreement for two additional years by providing written notice to the other party thirty days in advance of the expiration date. The extension shall be formalized in an amended agreement or amendment signed by the parties.

Narrative Explanation of Fiscal Impacts:
Budgeted amount of $100,000 is available from FY 2024/2025 appropriations for the Facilities fund. FY 2025/2026 and FY 2026/2027 appropriations will be budgeted in those fiscal years.
