Approve Community Investment Fund grant awards and authorize the County Administrator, or designee, to execute grant agreements with the following entities for Community Investment Fund Grants for FY23-24: Oaxaca Tierra Del Sol, $1,000; Vital Immigrant Defense Advocacy and Services, $1,500; La Familia Sana, $2,500; The Ceres Community Project, $4,000; Integrative Healers Action Network (fiscal agent: Inquiring Systems, Inc), $1,000; Center for Volunteer and Nonprofit Leadership, $1,000; Sonoma County Pride, $3,000; North Coast Ballet California, $1,000; Sonoma County Farm Trails, $1,000; Medical Equipment Recycling Program, $5,000; Cinco de Mayo Santa Rosa Inc., $5,000; Sonoma Family Meal, $2,000; The Lost Church, $2,500; Agricultural Community Events Farmers’ Markets, $3,000. Executive Summary:
The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Events and organizations may make requests throughout the year to one or more Supervisorial Districts. The Third District has reviewed applications and wishes to recommend the following FY 23-24 grant awards:
1. Oaxaca Tierra Del Sol for Festival Guelaguetza event performers, food and rental fees, grant award of $1,000;
2. Vital Immigrant Defense Advocacy and Services for trauma-informed wellness and resiliency training for staff, grant award of $1,500;
3. La Familia Sana for healthy vegetable boxes for low and very-low income mostly rural Latinx seniors and families facing food insecurity, grant award of $2,500;
4. The Ceres Community Project for the Ceres meal program providing organic, medically tailored meals, nutrition services, and support to low-income families in Sonoma County living with serious acute or chronic illness, grant award of $4,000;
5. Integrative Healers Action Network (fiscal Agent: Inquiring Systems, Inc.) for staffing of IHAN's Integrative Wellness Clinics and Disaster Activation programs, medical equipment, wellness resources, technological tools for data management and communication, and software, grant award of $1,000;
6. Center for Volunteer and Nonprofit Leadership for marketing and promotion of The Human Race of Sonoma County fundraiser, grant award of $1,000;
7. Sonoma County Pride Sonoma County's Annual LGBTQIA++ Pride for advertising and promotion, grant award of $3,000;
8. North Coast Ballet California Ballet de Seuss & Other Selected Works for theater costs, box office ticketing charge, costumes, props, sets, and advertising, grant award of $1,000;
9. Sonoma County Farm Trails for the 50th Anniversary Gravenstein Apple Fair, 30th Anniversary Weekend Along the Farm Trails Fall Tour, Farm Trails Map & Guide, 2024 Blossoms, Bees & Barnyard Babies Spring Tour, for marketing and advertising, and rentals of shade structures, grant award of $1,000;
10. Medical Equipment Recycling Program for new and used medical equipment collection, refurbishment, and service to underinsured and uninsured members of the community, grant award of $5,000;
11. Cinco de Mayo Santa Rosa Inc. for the Roseland Cinco de Mayo Festival event expenses, grant award of $5,000;
12. Sonoma Family Meal Food for the Insecurity Response Program for locally sourced food, fuel and staff time, grant award of $2,000;
13. The Lost Church for Railroad Square Music Festival marketing, musicians and event staff, grant award of $2,500;
14. Agricultural Community Events Farmers’ Markets for the Rohnert Park Farmers' Market bike valet program, grant award of $3,000.
Activities performed utilizing Community Investment Program funds provide public benefits that serve important community needs under Government Code Section 26227.
Discussion:
Transient Occupancy Tax Funding
The Transient Occupancy Tax (TOT) is levied at a rate of 12% in unincorporated Sonoma County, a rate established in 2016 by the voter-approved Measure L. The first 9% of the TOT rate is allocated 33% to the General Fund and 67% to the Community Investment special revenue fund; and the last 3% includes Measure L funds.
Community Investment Fund Program and Policy
The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax(TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events, and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department, the Economic Development Department, and a number of other county department activities. Community Investment Funds are allocated per the Community Investment Fund Policy (<https://sonomacounty.ca.gov/administrative-support-and-fiscal-services/county-administrators-office/community-investment-fund-program/community-investment-program-policy>).
Local Events, Organizations, and District Priorities Category
The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District, with an allocation of $100,000 for each district. Event sand organizations may make requests throughout the year to one or more Supervisorial Districts. Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement by the entity. The agreements will be executed by the County Administrator, or designee. The agreements require the County seal on promotional materials produced using the grant award. Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227.
