A) Authorize the County Administrator, or designee, to accept $1,000,000 in pass-through funding allocated under the State of California 2023 Budget Act, for The Ceres Community Project’s Center for Food, Youth, & Community project.
B) Authorize the County Executive Officer, or designee, to execute an agreement, in form approved by County Counsel, to transfer said funds to The Ceres Community Project as required by said State grant.
C) Adopt a Resolution amending the Fiscal Year 2023-24 budget by $1,000,000 in expenditures and revenues to facilitate the pass through of funds.

Executive Summary:
This item requests that the Board accept the $1,000,000 allocated under the State of California’s 2023 Budget Act, for The Ceres Community Project’s new headquarters and kitchen in Santa Rosa, which is planned to be named the “Center for Food, Youth, & Community.” The State of California allocated the funding to the County, to then be transferred to The Ceres Community Project. Assemblymember Jim Wood advocated for this funding in the 2023 Budget Act.
Discussion:
The Ceres Community Project is a Sonoma County-based non-profit that delivers healthy and medically tailored meals to individuals in their homes. Currently, Ceres Community Project contracts with the County of Sonoma to serve meals to displaced residents during emergencies. The Center for Food, Youth, & Community is planned to be the Ceres Community Project’s new headquarters, kitchen, and meeting space in southwestern Santa Rosa. This new facility is expected to allow the Ceres Community Project to serve up to 800,000 meals annually. In addition, plans call for The Center for Food, Youth, & Community to be a fully electric site that incorporates solar generation and a microgrid battery back-up system. These green investments in energy efficiency are expected to reduce Ceres Community Project’s carbon output by 81%. Finally, the expanded size of the new facility will allow for new programming like nutrition education for low-income families.
The County is allocated the State funding only as a pass-through entity. The funding will be transferred to Ceres pursuant to a funding agreement, to ensure proper use of all said funds in accordance with the State Budget Act and other applicable laws.
