Executive Summary:

Sonoma County Public Infrastructure (SPI) is requesting adoption of a Resolution to adopt a Mitigated Negative Declaration, adopt a Mitigation Monitoring and Reporting Program, and approve the project that will construct improvements at the intersection of Adobe Road and Main Street/Petaluma Hill Road in Penngrove.

 

Discussion:

The Adobe Road and Main Street Intersection Improvements Project (“Project”) includes construction of a dedicated right turn lane for westbound vehicles on Adobe Road turning right on to northbound Petaluma Hill Road, which requires widening the road, extending a box culvert and constructing a retaining wall.  In addition, the Project will construct a dedicated left turn lane for northbound vehicles on Main Street turning left on to westbound Adobe Road within the existing paved section.  The Project also includes upgrade of curb ramps and pedestrian landings to the latest Americans with Disabilities Act requirements and installation of bike lanes in accordance with the latest Sonoma County Bike and Pedestrian Plan.

The proposed project has been analyzed under the California Environmental Quality Act (CEQA) and the CEQA Guidelines.  An Initial Study was prepared for the Project, which determined that Project impacts could be mitigated to a less than significant level. Therefore, a Mitigated Negative Declaration (MND) was drafted for the Project. The Mitigated Negative Declaration identifies mitigation measures and a Monitoring Program for the proposed Project. Mitigation measures were included to address: Biological Resources (preconstruction surveys, construction worker trainings, construction exclusion fencing to protect sensitive areas), Cultural Resources (Construction Worker Awareness Training, Notes on Plans, Subsurface Cultural Resources Treatment Plan, Cultural/Tribal Monitor for Ground Disturbance Activities), and Geology and Soils (protections if Paleontological resources are encountered).

A draft Mitigated Negative Declaration was presented to the County’s Environmental Review Committee on September 5, 2023. The Environmental Review Committee reviewed the study and recommended a Mitigated Negative Declaration be prepared. The Mitigated Negative Declaration, including the proposed mitigation measures, was circulated for public and agency review.

Notice of a 30-day public review of the Mitigated Negative Declaration and Initial Study was provided in accordance with CEQA and State and County CEQA guidelines; and all comments received within the comment period have been addressed in the MND document.  Sonoma County Public Infrastructure (SPI) will obtain all appropriate permits before finalizing the design and constructing the Project.

The Project design and mitigation program include measures, as described above, to mitigate any potential environmental impacts.  No other environmental impacts have been identified in the Initial Study or through any comments received as part of the environmental review process. There is no substantial evidence before the Board that the proposed Project, as mitigated by the mitigation measures described in the Initial Study and to be incorporated in the Project’s Mitigation Monitoring Program, may have a significant effect on the environment therefore, adoption of the Mitigated Negative Declaration is appropriate under CEQA and State and County CEQA guidelines.

Currently, the Project is in the design phase with construction anticipated to begin in 2025.  SPI recommends that the Board adopt the attached resolution to adopt the Mitigated Negative Declaration and Mitigated Monitoring and Reporting Program and approve the Project.

If the Project is approved by the Board, Sonoma County Public Infrastructure will proceed with right-of-way acquisition, final design, bidding, and the Director of Sonoma County Public Infrastructure will award the construction contract under authority granted by the Board under Resolution 23-0337, adopted on July 11, 2023.
