C) Authorize a 10% contingency in the amount of $930,887 for a total contract not-to-exceed amount of $10,239,759.
D) Authorize the Director of the Sonoma County Public Infrastructure Department to execute the construction contract C09001.

Executive Summary:
Sonoma County Public Infrastructure (SPI) is requesting that the Board award a construction contract to Gordon N. Ball Inc. for replacement of Geysers Road Bridge over Big Sulphur Creek (“Project”). The total Project cost is $10,239,759 including a 10% contingency. The project cost is 100% federally reimbursable through the federal Highway Bridge Program (HBP).
Discussion:
The Geysers Road Bridge over Big Sulphur Creek project (C09001) will result in the construction of a new two-lane bridge in close proximity to the existing historical, but functionally obsolete one-lane Geysers Road Bridge. The new bridge will be designed to meet current design standards including improvements to roadway approaches and appurtenant facilities. The project does not increase vehicular traffic capacity; however, it will provide two traffic lanes with shoulders. Due to the low traffic volume on Geysers Road, pedestrians, bicycles, and vehicles will share the travel lanes and shoulders. As a result of the environmental review process, the existing bridge will remain in place but closed to all traffic.
The project cost is 100% federally reimbursable through the Federal Highway Bridge Program (HBP). Caltrans has authorized $6,767,000 for the 23/24 Federal fiscal year. The remaining $5,527,000 is programmed for the 24/25 Federal fiscal year and will become available in November 2024; however, SPI will request that Caltrans advance these funds to the 23/24 Federal fiscal year through the post-programming process in April 2024. The funding
reimbursement includes design, environmental and inspection services, not reflected in the construction contract.
The Project was advertised for construction bids from February 2, 2024 to March 7, 2024. Bids were opened March 7, 2024, and were received as follows:

4. Golden State Bridge $11,450,355
5. Steelhead Constructors Inc. $13,998,103
The Engineer’s Estimate for the Project was $9,500,000-$10,000,000.
The low bid of $9,308,872 was approximately 2% lower than the Engineer’s Estimate.
The total estimated construction cost including a 10% contingency fee is $10,239,759. The Federal Highway Bridge Program is funding 100% of the costs of the participating items of construction.
In accordance with Public Contract Code Section 20128, the contract must be awarded to the lowest responsible and responsive bidder, which is Gordon N. Ball, Inc.
Prior to this item for construction contract award and on August 24, 2021, the Board adopted a Mitigated Negative Declaration and Mitigation Monitoring Program and approved the Project.

Narrative Explanation of Fiscal Impacts:
The total cost of the project is estimated at approximately $10,239,759 inclusive of a 10% contingency. Fiscal Year (FY) 2023-24 appropriations for this project were included in the Roads Capital (11051-34010103) adopted budget, and appropriations for FY 2024-25 will be included in the Roads Capital Recommended budget.
This project is 100% federally funded through the HBP. Caltrans has authorized $6.7 million for the 23/24 federal fiscal year. The remaining $5.5 million is programmed for the 24/25 federal fiscal year becoming available in November 2024. However, the County has requested that Caltrans advance these funds to the 23/24 fiscal year through the post-programming process in April 2024.
