Approve Community Investment Fund Grant awards and Authorize the County Administrator, or designee, to execute grant agreements with the following entities for a Community Investment Fund Grants for FY 23-24: La Familia Sana, $500; Railroad Square Music Festival (fiscal agent: The Lost Church), $500; Medical Equipment Recycling Program Inc., $1,000; Sonoma County Farm Trails, $1,000; Sonoma County Pride, $1,000; The Ceres Community Project, $2,000; Common Ground Society, $2,000; BioSoul Music LLC, $2,000; Let’s Tap, Sonoma!, $2,000; Santa Rosa Southeast Greenway (Sonoma Land Trust), $2,000; Made in Santa Rosa Education Foundation, $2,500; La Luz Center, $5,000; and Live Musicians Co-op LLC, $7,000. Executive Summary:

The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Events and organizations may make requests throughout the year to one or more Supervisorial Districts.

 

The First District has reviewed applications and wishes to recommend the following FY 23-24 grant awards:

1)    La Familia Sana to support their partnership with Farm to Pantry to direct rescued and gleaned produce from local farms to food insecure individuals, families with children, and seniors, grant award of $500;

2)       Railroad Square Music Festival (fiscal agent: The Lost Church) to support the 8th Annual Free Railroad Square Music Festival, grant award of $500;

3)    Medical Equipment Recycling Program Inc. to support their donations of both used and new medical equipment and healthcare supplies, grant award of $1,000;

4)       Sonoma County Farm Trails to support four of their programs: 50th Anniversary Gravenstein Apple Fair, 30th Anniversary Weekend Along the Farm Trails Fall Tour, 2024 Farm Trails Map & Guide, and 2024 Blossoms, Bees & Barnyard Babies Spring Tour, grant award of $1,000;

5)       Sonoma County Pride to support Sonoma County's Annual LGBTQIA++ Pride, grant award of $1,000;

6)       The Ceres Community Project to support their meal program providing organic, medically tailored meals, nutrition services, and loving support to low-income families in Sonoma County living with serious acute or chronic illness, grant award of $2,000;

7)       Common Ground Society to support the “Common Ground Society Certified Inclusive Space Program" that seeks to establish accessible spaces and offer inclusivity education to Santa Rosa businesses, grant award of $2,000;

8)    BioSoul Music LLC to support their two-week workshop residency in Sonoma of a suite of music for a chamber ensemble and a small dance company that aims to convey some of the emotional journey of a forest fire and the life cycle that encompasses it, grant award of $2,000;

9)    Let’s Tap, Sonoma! to support Tap Dance Classes for Sonoma's youth and adults, grant award of $2,000;

10)    Santa Rosa Southeast Greenway (Sonoma Land Trust) to support education and outreach in English and Spanish and prepare for community wide involvement in planning the park in the future, grant award of $2,000.

11)  Made in Santa Rosa Education Foundation to support grant requests from the fifteen K-8 schools they serve, grant award of $2,500.

12)  La Luz Center to support their Cinco de Mayo Cultural Event, grant award of $5,000; and

13)    Live Musicians Co-op LLC to support Fridays at the Hood, a summer concert series at Sonoma County’s historic Hood Mansion, grant award of $7,000.

 

Activities performed utilizing Community Investment Program funds provide public benefits that serve important community needs under Government Code Section 26227.

 

Discussion:

Transient Occupancy Tax Funding

The Transient Occupancy Tax (TOT) is levied at a rate of 12% in unincorporated Sonoma County, a rate established in 2016 by the voter-approved Measure L. The first 9% of the TOT rate is allocated 33% to the General Fund and 67% to the Community Investment special revenue fund; and the last 3% includes Measure L funds.

 

Community Investment Fund Program and Policy

The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events, and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department, the Economic Development Department, and a number of other county department activities. Community Investment Funds are allocated per the Community Investment Fund Policy (https://sonomacounty.ca.gov/administrative-support-and-fiscal-services/county-administrators-office/community-investment-fund-program/community-investment-program-policy).

 

Local Events, Organizations, and District Priorities Category

The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District, with an allocation of $100,000 for each district. Events and organizations may make requests throughout the year to one or more Supervisorial Districts.

 

Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement by the entity. The agreements will be executed by the County Administrator, or designee. The agreements require the County seal on promotional materials produced using the grant award.
