Executive Summary:

Sonoma County Public Infrastructure (SPI) requests Board approval of a third amendment to the Professional Services Agreement (“Agreement”) with TRC Engineers, Inc. (TRC) for bidding and construction support services related to the Geysers Road Bridge over Big Sulphur Creek Project (C09001).

 

Discussion:

The Geysers Road Bridge over Big Sulphur Creek, known locally as Big Sulphur Bridge, project will result in the construction of a new two-lane bridge in close proximity to the existing historical, but functionally obsolete one-lane Geysers Road Bridge. The new bridge will be constructed to meet current design standards including improvements to roadway approaches and appurtenant facilities. The project does not increase vehicular traffic capacity; however, it will provide two traffic lanes with shoulders. Due to the low traffic volume on Geysers Road, pedestrians, bicycles, and vehicles will share the travel lanes and shoulders. The existing bridge will remain in place.

On February 4, 2014, following a competitive selection process, the Board awarded an engineering and design contract to TRC for $627,838, (including a 10% contingency), with a term ending December 31, 2015. On November 10, 2015, the Board approved the First Amendment, which extended the term to December 31, 2020, with no increase to the total contract value. On December 8, 2020, the Board approved the Second Amendment, extending the term to December 31, 2025, and increasing the contract amount to $916,556 (including a 10% contingency). Additional environmental and geotechnical studies, as well as design efforts were required to meet the Federal Highway Bridge Program regulations and standards.

The proposed third amendment will add bidding and construction support services, increasing the total contract value by $158,819 with no change to the contingency or the term.  If approved, the new total not-to-exceed amount of the contract will be $1,075,375 with a term ending December 31, 2025. The project is eligible for 100% reimbursement through the  Federal Highway Bridge Program (HBP) and must satisfy all requirements of the HBP, including approval by Caltrans.

Construction is currently anticipated to begin in June 2024.

Narrative Explanation of Fiscal Impacts:

Appropriations associated with this contract amendment are included in the FY 2023-24 Roads Capital (11051-34010103) budget. Future expenses will be included in the FY 2024-25 Roads Capital (11051-34010103) Recommended budget. SPI has applied for reimbursement for these expenditures through the Federal Highway Bridge Program (HBP) but the application has not been approved. In the event the application is denied, the Department would use annual allocations from traditional Road funding sources such as Highway User Tax Account (HUTA) or Road Maintenance and Rehabilitation Account (SB1) to pay for the additional contract costs.
