Authorize Sonoma County Water Agency’s General Manager to execute the First Amended Agreement for As-Needed Tank Coating Inspection Services with Gaya Coating Consulting Inc. in a form approved by County Counsel.  The amended agreement increases the amount by $75,000 for a new not-to-exceed agreement total of $125,000 with no change to the end date of August 13, 2026.

Executive Summary:

Sonoma County Water Agency (Sonoma Water) is performing maintenance on its water transmission system water storage tanks.  The maintenance includes removing and reapplying the interior coatings and exterior paint.  Sonoma Water requires as-needed design review and construction inspection of its water storage tanks, including technical support during bidding and inspections and reports during construction.

 

Discussion:

HISTORY OF ITEM/BACKGROUND

Sonoma Water manages and maintains a water transmission system that provides naturally filtered Russian River water to nine cities and special districts that in turn delivers drinking water to more than 600,000 residents in portions of Sonoma and Marin counties.  Sonoma Water provides drinking water to the following entities:  City of Cotati, Marin Municipal Water District, North Marin Water District, City of Petaluma, City of Rohnert Park, City of Santa Rosa, City of Sonoma, Valley of the Moon Water District, and Town of Windsor.

 

Sonoma Water owns and operates 18 water storage tanks as a part of this water transmission system.  The tanks have a total combined capacity of 128.8 million gallons and are an integral component of the transmission system.  Maintaining and improving the reliability of the water system storage tanks is vital in continuing to provide clean drinking water.

 

Sonoma Water’s Tank Maintenance Program is an essential element of Sonoma Water’s Capital Improvement Plan that protects the transmission system’s water storage tanks through targeted proactive maintenance actions, structural repairs, and cathodic protection systems.  Tank recoating and painting operations are ongoing at the Cotati Tank No. 1 and Kastania Tanks and require specialty tank recoating inspection services.

 

Kastania Tank is the final tank in Sonoma Water’s inventory to contain coal tar enamel, which has been difficult to remove and requires more time-consuming inspection than anticipated.  Additional funds are needed to complete coating inspection work for the remainder of the current Cotati No. 1 and Kastania Tanks recoating effort.

 

Sonoma Water and Gaya Coating Consulting Inc. (Consultant) entered into this agreement for as-needed tank coating inspection services, dated August 15, 2023, in the amount of $50,000.

 

SELECTION PROCESS

Consultant was selected from a list of qualified consultants developed from a competitive selection process.  Attached is a memo that explains the competitive selection process.

 

Consultant was selected for the subject work because of Consultant’s outstanding levels of qualifications and experience.  Consultant specializes in tank coating processes and materials, is registered with professional standards associations, and has 25 years of experience working with many municipalities around the Bay Area.

 

SERVICES TO BE PERFORMED

Under the amended agreement, Consultant will continue to do the following:

1.                     Provide peer review of Sonoma Water’s specification for water storage tank painting and protective coating.

2.                     Coordinate and schedule on-site inspections.

3.                     Provide testing equipment and perform compliance tests.

4.                     Prepare and submit daily inspection reports during construction.

5.                     Take digital photographs of significant features and damaged or defective areas.

 

The additional cost is $75,000, for a new not-to-exceed agreement total of $125,000.  There is no change to end date of August 13, 2026.

 

The amended agreement includes authorization for the General Manager to make changes to lengthen time schedules or make minor modifications to the scope of work, which do not increase the amount paid under the agreement, in a form approved by County Counsel.

 

Under the amended agreement, the General Manager shall have the ability to extend the term of the agreement for two additional years by providing written notice to Consultant thirty days in advance of the expiration date.  The extension shall be formalized in an amended agreement or amendment signed by Sonoma Water and Consultant.
