A) Award a construction contract to M3 Integrated Services, Inc., in the amount of $495,000, for the Main Adult Detention Facility Security Fence project; authorize a contingency up to 10% of the project cost, in the amount of $49,500; and authorize the Director of Public Infrastructure to execute said construction contract and any other related, required documents for the contract, in form approved by County Counsel.
B) Approve plans and specifications for the subject Main Adult Detention Facility (MADF) Security Fence project.
C) Adopt a resolution authorizing a budget adjustment to the Final FY 2023-24 Capital projects budget in the amount of $150,453 in order to fully fund the subject contract, contingency, and staff time for the project. (4/5th Vote Required)

Executive Summary:
The Sonoma County Department of Public Infrastructure (SPI) is seeking Board award of a construction contract for a fencing project at the Main Adult Detention Facility (MADF). The fencing will provide improved security at the MADF.
Discussion:
The rear entrances to the Main Adult Detention Facility (MADF) facility, specifically the loading dock and vehicle sally port, are situated adjacent to a public parking area and were identified in a security study as a potential risk when supplies or materials are being delivered and when inmates are being transferred. The proposed project includes construction of a 14’-0 high fence as well as installation of vehicle and personnel gates with security cameras, access control devices, remote control openers, and underground infrastructure. Once completed, these improvements will enhance security and entry controls at the sallyport and loading dock entrances on the north side of the MADF.
An invitation to bid for the project was posted to the County’s Purchasing Portal on October 18, 2023. Two (2) bids were received and publicly opened on November 21, 2023. All bids were deemed responsive and were as follows:
M3 Integrated Services, Inc. - $495,000
FRC Inc. - $607,000
MS Integrated Services, the lowest bidder, is experienced in this type of construction and met the experience requirements. SPI is recommending the Board award the contract to M3 Integrated Services.
Per Public Contract Code section 20128, the board shall award the contract to the lowest responsible bidder who shall perform the work in accordance with the plans and specifications.

Narrative Explanation of Fiscal Impacts:
The MADF Fencing project was approved as part of the Fiscal Year 2023/24 Capital Projects Recommended Budget, and included $450,000 in appropriations. Construction bids received exceed the original budget requiring an additional $150,453 to complete the project.
SPI has identified the following funding sources to bridge the gap:
• EOC Cooling Towers - The project is complete, and the residual Tobacco Securitization Funds ($83,720) are available to be re-programmed.
• MADF Roof Repair - The project is complete, and the residual Criminal Justice Construction Funds ($33,717) are available to be reprogrammed.
• Mount Jackson design - The project is complete, but accumulated interest was appropriated resulting in excess General Fund contribution ($33,016) that is available to be reprogrammed.
