Executive Summary:

On January 24, 2023, the Board of Supervisors approved the Ad Hoc assignments for calendar year 2023. The Board requested that staff provide quarterly updates on the Ad Hoc activities to keep the Board and public informed about the progress being made by these committees. Each committee is unique in its charter, outcomes, and process, therefore those committees with activity from October through December 2023 are discussed here.  Expanded information can be found in Attachment A.

 

The 2024 Ad Hoc Committees continued or established were identified on January 23, 2024, and can be found HERE <https://sonoma-county.legistar.com/LegislationDetail.aspx?ID=6480505&GUID=A31B764C-92C0-44EC-9E16-7D9427ECED65>. Staff will continue to prepare quarterly updates to keep the full board and the public informed.

Climate Action Workshop Planning: The Ad Hoc hosted a Climate Resilience Town Hall meeting on November 1, 2023, which included a panel of government partners and a panel of community partners working in climate resilience. Staff presented ongoing work toward the Climate Resilience Comprehensive Action Plan and facilitated an interactive poll during which attendees gave input on their priorities for the County’s climate resilience work. The Ad Hoc completed its work and was not renewed for 2024.

 

Fire Services: The Ad Hoc met on October 19, 2023. The Ad Hoc remains in contact with the Fire Services Working Group in support of its work for the Tax Measure. The Ad Hoc has been renewed and is scheduled to meet on April 28, 2024.

 

Healthy Forests: The Ad hoc met on October 2, 2023 to discuss proposed changes and staffing needs regarding the 2024 Vegetation Management Grant Program. On November 7, 2023, the Board approved $2 million for the Program and approved positions supporting the Program through October 2026. The Ad Hoc completed its work and was not renewed for 2024.

 

Living Wage: The Ad Hoc met on November 9, 2023 and confirmed Board direction to explore a potential labor neutrality or labor peace ordinance (provided at the September 12, 2023 meeting) and explore how seasonal Fair & Expo employed workers could be covered under the County’s living wage rate (provided at the October 24, 2023 meeting). Both efforts will be pursued separately and outside the Ad Hoc. The Ad Hoc completed its work and was not renewed for 2024.

 

Moorland Annexation: The Ad Hoc did not meet this quarter. Staff is expecting an update to the South Santa Rosa Area Specific Plan and anticipates meeting with the Ad Hoc in 2024. This Ad Hoc has been renewed for 2024 and is now the “South Santa Rosa Annexation Ad Hoc.”

 

Onsite Wastewater Treatment Systems: The Ad Hoc did not meet this quarter. The Board of Supervisor meeting seeking authorization to submit the County’s Local Area Management Plan and OWTS Manual is scheduled for June 4, 2024. Permit Sonoma staff are meeting with constituent groups which is informing revisions to the draft OWTS Manual. The Clean Water Ombudsman now has established office hours in Monte Rio and is getting feedback from the community. The County graduated over 3,000 systems out of the Operational Permit (OPR) Program, with 1,233 still remaining, 40 of which are not in compliance with the OPR regulations.

 

Potter Valley: The Ad Hoc met monthly, working on a proposal for possible inclusion in PG&E’s Preliminary Draft License Surrender Application and Conceptual Decommissioning Plan for the project which was submitted to PG&E in November 2023. The Ad Hoc also completed work on the formation of a regional entity called the Eel-Russian Project Authority which the Board approved on December 5, 2023, to engage in discussions with PG&E regarding its license surrender application. The 2024 meetings will be scheduled on an as-needed basis, and there currently are no meetings scheduled.

 

Procurement: The Ad Hoc met on October 2, 2023, and received a briefing from the consultant. At the October 17, 2023, Board of Supervisors’ meeting, the consultant presented a gap analysis with needs assessment recommendations. The Board delegated to staff to prioritize which projects/ areas to develop. The Ad Hoc completed its work and was not renewed for 2024.

 

Project Labor Agreement Policy: The Ad Hoc did not meet this quarter. The Board approved a Project Labor Agreement Policy on September 12, 2023, and the proposed agreement is scheduled to go before the Board on May 21, 2024. The Ad Hoc completed its work and was not renewed for 2024.

 

Public Art Plan: The Ad Hoc did not meet this quarter. The plan was scheduled to be heard by the Board in fall 2023 but was continued to July 16, 2024. The Ad Hoc was not continued to 2024, and upon presentation to the Board, staff will incorporate recommendations, if any, and return to the Board for final approval.

 

Unincorporated Governance: The Ad Hoc participated in two meetings this quarter, including a roundtable conversation with Sonoma County Public Infrastructure and Regional Parks about bike and pedestrian paths. Staff continued to work with the Ad Hoc to develop a recommended work plan that was presented to the Board of Supervisors in February 2024.
