Executive Summary:

On April 19, 2022, the Board of Supervisors authorized the District Attorney’s Office to participate in the California Governor’s Office of Emergency Services (CalOES) Family Justice Center Program and accept $322,740 in grant funding for the program.

 

On May 25,2023 CalOES approved an amendment to the award to provide an additional $9,166 in funds for this grant program, a total of $331,906. We are requesting Board approval and delegated authority for the District Attorney or their designee to accept the additional funds awarded by this amendment.

 

Discussion:

The purpose of the CalOES Family Justice Center Program is to support full operational multiagency, multidisciplinary Family Justice Centers with funding through 2021-2022 State General Funds.

 

The Family Justice Center Sonoma County (FJCSC) was initially awarded $322,740 for the CalOES Family Justice Center Program for the term April 1, 2022 through March 31, 2024. The resolution approved at that time delegated authority to the District Attorney to execute the agreement as well as any revised Grant Award Agreement including extensions or modifications thereof; It did not include authority to execute amendments.

On May 25, 2023, CalOES approved an amendment to the award to provide an additional $9,166 to the program.  The District Attorney was notified in a performance assessment finding on January 31, 2024 that Proof of Authority was required to accept the additional award made by amendment. CalOES also requested the incorporation of language in the resolution that delegates authority to the District Attorney to execute any revised Grant Award Agreement including amendments, modifications, and extensions thereof.

 

The funds from this grant provide the salary and benefits for one full-time time-limited Administrative Aide (Client Services Coordinator) for 15 months, a California Family Justice Center Network Alliance membership, replacement of client-management software, and a Navigator/Coordinator position.

 

The additional $9,166 will fund attendance by FJC Staff at the Annual International Family Justice Center Conference in San Diego, and support the implementation of Apricot, the new client-management software.

All funds will be expended by March 31, 2024, the end of the grant term. There is sufficient appropriations capacity within the existing FY 23/24 Budget to facilitate the use of the $9,166 in additional grant funding.
