Executive Summary:

The Sonoma County Department of Public Infrastructure (SPI) is requesting the Board approve and authorize the Director of Public Infrastructure to execute a Cooperative Agreement with Caltrans to develop a Project Initiation Document (PID) for an active transportation improvement project on SR 12 in Sonoma Springs. If approved, the Cooperative Agreement will allow SPI to pay $150,000 to Caltrans to complete the first step in developing a project for active transportation improvements within the State right-of-way on SR 12 between Encinas Lane and Donald Street known as the “Donald Gap”.

 

Discussion:

The section of SR 12 in Sonoma Springs between Encinas Lane and Donald Street known as “Donald Gap” lacks active transportation infrastructure (such as sidewalks and bike lanes) causing vulnerable conditions for pedestrians, bicycles, and vehicles. The existing gap in sidewalks forces pedestrians to walk along the shoulder of the busy state highway and leads to conflicts with bicycles and vehicles sharing the roadway. Despite the conditions there is heavy bike and pedestrian traffic demonstrating a strong need for active transportation improvements.

Sonoma County Public Infrastructure is in the initial stage of developing a project to design and construct new sidewalks and other active transportation improvements on SR 12 to close the Donald Gap and improve public safety. The first step in the in this process is the completion of a PID. A PID establishes a well-defined purpose and need statement, as well as a proposed project scope tied to a reliable cost estimate and schedule. In addition, a PID records:

1.                     Caltrans approval of the project (as defined by the scope, cost and schedule) to compete for State Transportation Improvement Program (STIP) or State Highway Operation and Protection Program (SHOPP) funds;

2.                     Caltrans conceptual approval of projects-funded-by-others.

The proposed Cooperative Agreement with Caltrans will allow SPI to develop the project with consultation and oversight from Caltrans, paid for by SPI, which is required for improvements of this scale within the State right-of-way. By ensuring that all aspects of the project are performed per State requirements, the PID will facilitate Caltrans approval of the project and will make the project eligible for grant funding.

Additionally, this project inclusion of bike lanes and sidewalk compliments your Board’s Active Transportation goals discussed in the Bike and Pedestrian Workshop scheduled this same day.

SPI intends to begin project construction in 2027 and will return to the Board as required to identify funding for the next phases, environmental review, scoping, design and other requirements of Caltrans for a state highway project.
