Authorize the Chair of the Board to execute the first amendment to the Personal Services Agreement with Alegría De La Cruz, County Equity Officer, extending the term for three years from September 19, 2023, through September 19, 2026, placing her salary at the “I” step of the salary range, and maintaining eligibility for other benefits in accordance with Salary Resolution 95-0926.

Executive Summary:

The salary and fringe benefits provided to County department and agency heads must be considered by the Board of Supervisors at a regularly scheduled Board meeting, and an oral summary of the recommended action to be taken on the salary and benefits must be presented at the meeting where the final Board action is taken. (California Government Code §54953, 54956) 

 

Alegría De La Cruz was initially appointed as County Equity Officer on September 22, 2020. This first amendment extends the term of the agreement for three years, places her salary at the “I” step of the salary range, and maintains eligibility for other benefits in accordance with Salary Resolution 95-0926.

 

Discussion:

The County Equity Officer oversees the Office of Equity and reports to the Board of Supervisors.

 

The Equity Officer, under administrative direction, plans, organizes, manages and directs the development and implementation of equity programs for the County of Sonoma; plans, leads, and promotes diversity, equity and inclusion strategies and activities including policy analysis and development, data analysis, interdepartmental coordination, and community collaboration.

 

Additionally, the Equity Officer provides leadership and vision to County departments, agencies, and special districts to ensure the development and implementation of effective strategies to achieve equity for Sonoma County residents. This includes the responsibility of accomplishing  the Office of Equity’s mission, which was approved by the Board on 12/6/2022,“to work in authentic and collaborative partnerships within County government; with Black, Indigenous, and communities of color; and with community members who are disproportionately impacted by systemic inequities to:

                     Recognize and disrupt systemic harm,

                     Redesign structures and direct resources towards healing, liberation, and belonging,

                     Build transparency and accountability in County institutions, policies, and culture.”

 

Ms. De La Cruz was initially appointed as the first County Equity Officer for the newly established Office of Equity on September 22, 2020, for a three-year term. This first amendment will place Ms. De La Cruz’s annual salary at the “I” step of the County Equity Officer salary range, $204,480, and maintain her eligibility for benefits in accordance with the County’s Salary Resolution 95-0926, as amended.
