Adopt a resolution terminating the March 4, 2020, proclamation of a local emergency in the Sonoma County Operational Area due to the potential introduction of COVID-19 into the Sonoma County Operational Area

Executive Summary:

On March 2, 2020, the Sonoma County Director of Emergency Management issued a Proclamation of a Local Emergency related to the potential introduction of COVID-19 in the Sonoma County Operational Area.

On March 4, 2020, the Board of Supervisors ratified the declaration of local health emergency in the County of Sonoma made by the County’s Public Health Officer.  The Board also ratified the Proclamation of a Local Emergency made by Sonoma County’s Director of Emergency Management and found that the circumstances of the potential introduction of COVID-19 in the Sonoma County Operational Area as described in the Director’s Proclamation of Local Emergency did support and justify the declaration of local emergency as set forth therein.

The conditions that gave rise to the local emergency no longer exist and staff recommends terminating the Proclamation of Local Emergency.

 

Discussion:

As of April 12, 2023, COVID-19 has resulted in 115,490 confirmed cases of infection in Sonoma County residents and 553 deaths.

 

Per the Public Health Officer, COVID-19 has not been eliminated but the end of the endemic phase of the virus is near.  The Public Health Officer announced on February 16, 2023, that the local public health emergency that has been in place since March 2, 2020, will expire on February 28, 2023, in conjunction with the expiration of the California State public health emergency.

 

President Joe Biden ended the federal public health emergency on May 11, 2023.
