Executive Summary:
This item requests authority for Sonoma County Water Agency’s (Sonoma Water) General Manager to execute an amended agreement with North Point Technology, LLC, (Consultant) to continue providing control system integration and programming improvement services at Sonoma Water’s Airport-Larkfield-Wikiup Treatment Plant. These services include process upgrades and additional programming and assistance to address previously unknown control system alterations that affected optimization and incorporation into Sonoma Water’s recently updated supervisory control and data acquisition (SCADA) system.

HISTORY OF ITEM/BACKGROUND
Sonoma Water owns, operates, and maintains a control system (System) at Sonoma Water’s Airport-Larkfield-Wikiup Sanitation Zone Wastewater Treatment Plant (Airport Treatment Plant). The Airport Treatment Plant was constructed in several phases beginning in the early 1980s on the site used for wastewater treatment by Sonoma Public Infrastructure (formerly the County of Sonoma, Department of Transportation and Public Works). The fourth phase, completed in 2002, added a microfiltration process involving membrane technology with a capacity of up to three million gallons per day. The previous System, which was obsolete, was replaced in 2022 with a modernized System that meets industry standards and complies with current State and Regional Water Quality Control Board regulatory requirements.
Previously unknown internal physical System alterations were not discovered until work was finished; therefore, optimization and incorporation of the System into Sonoma Water’s SCADA system requires additional programming and assistance to address these unexpected issues.
Sonoma Water and Consultant entered into an agreement on December 12, 2019, for control system programming and related services in the amount of $500,000.
The first amended agreement added one year to the agreement term for a new term end date of December 30, 2023, at no additional cost to Sonoma Water.
SELECTION PROCESS
Consultant was selected from a list of qualified consultants developed from a competitive selection process. Attached is a memo that explains the competitive selection process.
Consultant was selected to perform the work because Consultant is a qualified and licensed engineering firm experienced in assessing and upgrading wastewater microfiltration systems, integrating control systems, and programming programmable logic controls and SCADA systems that are used to remotely monitor plant processes. In addition, Consultant has worked at the Airport Treatment Plant and is familiar with the facility and its existing Pall filtration system. Consultant has experience upgrading these systems.
SERVICES TO BE PERFORMED
Under the amended agreement, Consultant will continue System integration and programming improvement services at Sonoma Water’s Airport Treatment Plant. Programming improvement includes process upgrades and services in compliance with regulatory requirements.
In addition, Consultant will provide additional programming and assistance to address previously unknown internal physical System alterations that affected optimization and incorporation into Sonoma Water’s SCADA system.
The additional cost is $150,000, for a new not-to-exceed agreement total of $650,000. The new end date is December 30, 2025.

Narrative Explanation of Fiscal Impacts:
Budgeted amount of $50,000 is available from FY2022/2023 appropriations for the Airport Treatment Plant Construction Fund. No additional appropriation is required. FY 2023/2024 and FY 2024/2025 appropriations will be budgeted in those fiscal years.
