Executive Summary:

The Sonoma County Public Infrastructure Department, Transit Division, is requesting authorization to execute an agreement with Proterra Inc. for the purchase and commissioning of an electric bus charger unit and cable dispensers, and adoption of a budgetary adjustment to add necessary funding. This action would allow for the purchase of electric charging equipment to support Sonoma County Transit’s ten 40’ Proterra buses currently on order. This purchase from Proterra Inc., provides one Gen 3 - 1440 KW charger and 10 single cable dispensers, along with the required commissioning support after installation at Sonoma County Transit. 

Installation of this equipment and construction of a new electric bus parking/charging facility will be a separate construction project expected to commence in summer 2023.

It is anticipated that delivery of this equipment will be by December 31, 2023. The new Proterra buses will be delivered between July 1 and August 30, 2024.

This purchase will be funded by State of California Transit and Intercity Rail Capital Program (TIRCP) and local Transit Development Act (TDA) funds.

 

Discussion:

Sonoma County Transit must comply with the California Air Resources Board’s Innovative Clean Transit regulations passed in December 2018 that requires all California transit operators to purchase only zero-emission vehicles. Toward this end, on January 31, 2023, the Board of Supervisors awarded a purchase order to Proterra for ten 40’ electric buses to be delivered by August 2024.

This purchase provides for an electric bus charging system by Proterra Energy that will support ten Proterra 40’ coaches. The new system provides one Gen 3 - 1440 KW charger and 10 dispensers that will be installed in a new electric bus charging facility to be constructed at Sonoma County Transit.

This purchase request is for the charger and dispensers which will serve the Proterra fleet and be installed as part of a separate construction project that is anticipated to be underway in summer 2023.

The construction project calls for construction of new electric bus parking and charging areas at Sonoma County Transit’s yard. The project includes constructing nineteen new parking/charging stalls, installation of the Proterra charger and ten dispensers, installation of a new Heliox charger and three dispensers for SCT’s 35’ BYD fleet (on order) and installation of three new AC chargers for three new 30’ BYD buses (on order) in addition to relocation of three existing BYD chargers the serve Transit’s existing three 30’ BYD coaches.

When their installation is complete and the charger is energized, the proposed agreement with Proterra includes commissioning the charger and dispensers. Transit anticipates that the purchase of the Proterra Gen 3 charger will charge up to twenty buses overnight by operating two cycles. This will assist Transit in maximizing this infrastructure investment to support additional 40’ coaches anticipated to be purchased in FY 2025. There are other manufacturers of the charging equipment, however, Sonoma County Transit worked with the Purchasing agent on a sole source waiver for the Proterra equipment based on the need to ensure the equipment is compatible with the Proterra buses. The Proterra equipment is also approved for PG &E’s fleet-ready program which makes them eligible for a rebate after installation.

Narrative Explanation of Fiscal Impacts:

Total costs anticipated under the proposed agreement total $805,012, including a 10% contingency. The FY 2022-23 Adopted Transit Capital Budget (41401-34040102) includes $92,762 in appropriations for the purchase. An additional $712,250 in state Transit and Intercity Rail Capital Program (TIRCP) grant funds will fund remaining costs. Therefore, a budget adjustment to revenues and expenditures of $712,250 is requested to allow procurement to begin in FY 2022-23. There is a net zero impact to the Transit fund balance.
