Executive Summary:
The Department of Public Infrastructure (SPI) is requesting the Board approve and authorize the proposed Maintenance Agreement with the State of California Department of Transportation (State) for the State Route 121/116 Roundabout project. Under the agreement, the County will be permanently responsible for all long-term maintenance responsibilities for certain portions of the Roundabout infrastructure and improvements, including pedestrian beacons and sidewalk areas.
Discussion:
State and local transportation officials have determined the intersection of State Route 121, State Route 116, and Bonneau Road (County Road 55008) is in need of intersection improvements and determined a roundabout to be the most efficient improvement.
Currently this intersection has 4-way stop control in place and experiences lengthy queues.
In 2012 SPI, in coordination with Sonoma County Transportation Authority (SCTA) and State determined that SCTA would act as the lead agency for completing this project.
Past major project milestones include:
2013 Project Study Report complete
2018 NEPA/CEQA completion
2020 $19 million State Highway Operations and Protection Program (SHOPP) funding secured
2023 Right-of-Way acquisition complete
2023 Plans complete and ready to advertise for competitive bidding
Construction is scheduled to begin late summer 2023.
The County, in coordination with SCTA, is supporting the project using $9,000,000 in previously approved Measure M funds in the Local Street Project program.
In exchange for funding the construction of the intersection improvements, the State is requiring that County enter into a Maintenance Agreement for the project. Under that Agreement, County would be permanently responsible for maintenance and repair of improvements in Caltrans’ right of way areas, which include sidewalks, two advance warning signs, and landscaping in the center of the roundabout and Park and Ride Lot. This is estimated to cost $5,000 per year under normal conditions and will be funded using traditional Road Maintenance funding sources.
Completion of this critical improvement on the regional transportation network will improve transportation flow on these vital corridors. Failure to approve the maintenance agreement may result in cancellation of this vital construction project.

Narrative Explanation of Fiscal Impacts:
Expenses associated with maintaining the roundabout are estimated at $5,000 annually and will included in the Road Maintenance (11051-34010102) Recommended Budget each year. Road Maintenance utilizes multiple sources of funding for ongoing maintenance including: the State Highway Users Tax (HUTA), Senate Bill 1 Road Maintenance and Rehabilitation Program (SB1), contributions from Sonoma County’s General Fund, and allocations from Measure M.
