Executive Summary:
The Department of Public Infrastructure (SPI) recommends that the Board of Supervisors adopt an Ordinance to expand the passenger loading zone restrictions adjacent to Oak Grove Elementary School on Bower Street east of the existing passenger loading zone. The longer loading zone will allow parents to safely drop off and pick up their children at the beginning and end of the school day.
In addition, SPI recommends that the Board repeal the no parking zone restrictions established in 1996 by Ordinance No. 4987 along Bower Street and replace them with modified no parking restriction zones. Due to the proposed passenger loading zone and a change in the postmile system for Bower Street in 1998, the existing no parking zones need updating.
Discussion:
Oak Grove Elementary School serves approximately 400 students in the Graton area of West Sonoma County. Bower Street is classified as a local road and has an Average Daily Traffic (ADT) volume of approximately 3,800 vehicles per day.
On July 24, 2018, by Ordinance No. 6237, the Board established a passenger loading zone in front of the school administration building. The school recently requested and extension of the passenger loading zone from postmile 10.071 eastward to the intersection of Oak Grove Avenue to enhance the existing passenger loading zone and further ease vehicle and pedestrian access along the entire south side of the school grounds. SPI studied the school’s request and agreed that an extension of the passenger loading zone along the entire south side of the school grounds was warranted. The proposed ordinance would stablish additional passenger loading zone restrictions on the north side of Bower Street (#79027) in Graton from Postmile 10.00 to 10.071 from 7:00 a.m. to 5:00 p.m. on weekdays.
The proposed expanded passenger loading zone would eliminate the need for a portion of the existing no parking zones on Bower Street. In addition, the existing no parking zones on Bower Street reference an outdated postmile system for this road. The proposed ordinance would repeal existing no parking zone restrictions on the north and east side of Bower Street (#79027) in Graton as established by Ordinance No. 4987 adopted December 10, 1996, and establish new no parking zone restrictions on the north and east side of Bower Street (#79027) in Graton from Postmile 10.10 to 10.185.
The estimated cost of labor and materials to implement the proposed modifications to the passenger loading and no parking zone restrictions is $5,000 and appropriations are available within the 2022-2023 Road Maintenance Budget.
If approved, SPI staff will begin work to implement appropriate signage and markings approximately 30 days after approval of the ordinance.

12-10-1996: Ordinance No. 4987 established a no parking zone on the northerly side of Bower Street (Postmiles 10.16 to 10.17) and a second no parking zone on northerly and easterly side of Bower Street (Postmiles 10.06 to 10.15).

Narrative Explanation of Fiscal Impacts:
Expenses associated with installing new signage and traffic markings is estimated to be $5,000 and is included in the FY 2022-23 Road Maintenance adopted budget (11051-34010102). Ongoing maintenance costs will be incorporated in future Roads Division annual budget requests. Road Maintenance utilizes multiple sources of funding for ongoing maintenance including: the State Highway Users Tax (HUTA), Senate Bill 1 Road Maintenance and Rehabilitation Program (SB1), contributions from Sonoma County’s General Fund, and allocations from Measure M.
