Sonoma County Transit - Purchase of Ten Replacement Buses

A)                     Authorize the Director of Public Infrastructure to execute the agreement with Proterra Operating Company, Inc., to purchase ten heavy-duty, low-floor, 40-foot, battery electric powered transit coaches for $11,315,742 (includes 10% contingency).

B)                     Adopt a resolution authorizing a budget adjustment to the Fiscal Year 2022-23 Final Budget for the Department of Public Infrastructure in the amount of $3,116,398 necessary for funding for the subject agreement. (4/5 vote required)

Executive Summary:

The Sonoma County Department of Public Infrastructure, Transit Division (Transit), is requesting approval for purchase of 10 battery-electric transit coaches for Sonoma County Transit.  The ten coaches will be Transit’s first order from Proterra and represents the first 40’ battery-electric coaches procured.  Sonoma County Transit introduced its first electric bus in December 2019 on the Route 24, the Sebastopol Shuttle.  Currently there are three 30’ BYD all-electric coaches in the County’s fleet.  An additional three 30’ and three 35’ coaches are on order and are anticipated to arrive by the end of this fiscal year.

The new buses will be similar to Sonoma County Transit’s existing fleet both inside and out and will feature high-back reclining passenger seats, a video security system, on-board Wi-Fi, the NextBus passenger information system, electronic fareboxes and other safety systems common to Sonoma County Transit’s fleet.



This action approves the purchase of 10 - 40’ all-electric transit buses for Sonoma County Transit from Proterra.  The new buses replace ten similar 40’ coaches powered by compressed natural gas that have exceed their federally required service life.

This purchase is from a vendor selected by the State of California Department of General Services, Procurement Division, for the provision of transit buses eligible for purchase using local, state and federal funding sources.

This procurement follows contract 1-19-23-17C with Proterra Operating Company Inc. and follows prescribed pricing of $899,000 base price per bus, plus options at cost plus 3%.  Sonoma County Transit’s procurement includes $127,824 in options per bus, an extended five-year all -inclusive warranty, freight and sales tax, equaling a per unit price of $1,028,704.  The per unit price includes a HVIP (hybrid and zero emission truck and bus voucher incentive) voucher discount of $120,000 per bus that is paid directly to the manufacturer by the State of California to reduce the County’s net cost of each vehicle.

Similar Proterra buses have recently been introduced into service by Santa Rosa CityBus and Napa Vine.

Like all California transit operators, Sonoma County Transit must comply with the California Air Resources Board Innovative Clean Transit requirements, which establish the goal that all fossil fueled buses will be retired by 2040. With this purchase, Sonoma County Transit will have approximately 39% of its 49-bus fleet electrically powered by fall 2024.

The new buses will have the longest range and the most battery capacity of any battery powered bus currently on the market.  Their expected minimum range is 300 miles, however given passenger loads, weather and other factors that impact electric vehicle range, a minimum of 240 miles between charges is anticipated.

The new buses will be deployed on Sonoma County Transit’s main intercity routes that operate between Monte Rio, Santa Rosa and Sonoma (routes 20 & 30) and between Petaluma, Santa Rosa and Cloverdale (routes 44/48 and 60).

This project is funded with a combination of local, state and federal transit funds as shown below:

As with prior bus purchases, the proposed agreement includes a 10% contingency to allow for changes requested by Sonoma County Transit during manufacture for inclusion of features/options unknown at this time.  The contingency funds will be reserve TDA funds.

This purchase is made pursuant to a cooperative procurement contract (contract no. 1-19-23-17C) between the State of California’s Department of General Services, Procurement Division, and Proterra, which allows for local jurisdictions to “piggyback” and buy transit buses while leveraging the agency-favorable purchase terms and discounts of the state contract.

The new buses are scheduled for delivery between July 1 and August 31, 2024.

In a separate board item, Sonoma County Transit will propose purchasing Proterra’s charger and 10 dispensers to support this fleet.  Installation of the needed infrastructure is anticipated to be complete by April 2024.

Narrative Explanation of Fiscal Impacts:

Total costs anticipated under the proposed Agreement total $11,315,742, including a 10% contingency. The FY 2022-23 Adopted Transit Capital budget (41401-34040102) included funding for the purchase of eight (8) buses totaling $8,199,344.  Due to an increase in funding resources after the budget process, comprised of an additional $727,898 in federal grant funds and $2,388,500 in state Transit and Intercity Rail Capital Program (TIRCP) grant funds, Transit is able to increase the purchase to ten (10) buses requiring, a budget adjustment to revenues and expenditures of $3,116,398. There is a net zero impact to the Transit fund balance.   The bus purchase will be funded with federal, state, and local sources.
