Executive Summary:
The Board of Supervisors has requested that staff provide quarterly updates on the Ad Hoc activities to keep the Board and public informed about the progress being made by these committees. Each committee is unique in its mission, outcomes, and process, therefore individual committee reports are enclosed to review expanded information.

Active Ad Hoc Summaries:
The Ad Hoc updates covering information from July through September 2022 are included as attachments. Key highlights of the updates for active Ad Hocs this period include:
The Climate and Resiliency Ad Hoc held its first meeting on August 10, 2022 and held a subsequent meeting on September 21, 2022. During these meetings the Ad Hoc updated the purpose and scope and drafted a committee charter that can be found in attachment B. Upcoming meetings are planned for October 26, 2022, and November 29, 2022.
On October 18, 2022, the Board Chair created the Community Satisfaction Survey Ad Hoc at the request of the County Administrator to interview consultant firms and assist with the initial scope of the survey questions. The proposed consulting contract will come to the Board in December and the survey results will be brought to the Board for consideration in April 2023.
The Equity Ad Hoc met once during this quarter, on August 23, 2022. The Office of Equity reviewed the proposed workplan for internal and external community engagement efforts to create the Office of Equity’s Mission, Vision, and Values. Additionally, the Ad Hoc members provided feedback for the December 6, 2022 Board item where the Office of Equity will present for the Board’s consideration a summary of the Racial Equity Learning Program; the draft Mission, Vision, Values; and the upcoming Racial Equity Action Plan process. The next Ad Hoc meeting is scheduled for October 27, 2022.
The Healthy Forests Ad Hoc met twice this quarter. On July 28, 2022, the Ad Hoc defined priorities and reviewed proposed strategies and initiatives to support vegetation management, resilience to wildfire and healthy natural landscapes. On September 28, 2022, staff reported on the Center for Law Energy and the Environment (CLEE) recommendations and the manner in which County departments and special districts are working together and collaborating with CALFIRE and local non-profit organizations to implement a comprehensive and sustainable effort to reduce the threat of wildfire and improve the health of our natural landscapes. The next Healthy Forest Ad Hoc Committee will be on October 20, 2022. Staff and the Ad Hoc will present initial vegetation management recommendations to the Board of Supervisors on December 13, 2022.
The Measure O Ad Hoc did not meet during the quarter and there is no new information to report. The Charter prepared last quarter is attached for the Board’s review. The next Ad Hoc meeting is scheduled for October 11, 2022.
On September 27, 2022, the Board Chair created the Moorland Annexation Ad Hoc to address potential City of Santa Rosa annexation areas. The first Ad Hoc meeting will be on November 9, 2022.
The Onsite Wastewater Treatment Systems (OWTS) Ad Hoc met with the Land Use Advisory Panel on July 5, 2022, and with the Lower Russian River Citizen’s Advisory Committee on August 25, 2022, to receive stakeholder feedback on OWTS policies and procedures. The Ad Hoc will discuss this feedback and provide direction to staff at its upcoming meeting on November 11, 2022.
The Permit Sonoma Management Review Ad Hoc received a project update at their August 19, 2022, meeting.
The Project Labor Agreement (PLA) Policy Update Ad Hoc met twice in August to discuss the Living Wage Ordinance and directed staff to determine if there are any long-term lessees at the fair and airport that should be considered and to separate the updates to the Living Wage Ordinance from ongoing living wage data discussions. Staff and the Ad Hoc presented Living Wage Ordinance recommendations to the full Board on October 18, 2022. At the October 18 meeting, the Board majority agreed to move forward with the ad hoc recommendations for:
• Clarifying location of living wage-covered employees
• Exemption for emergency contracts
• Process for determining a living wage COLA
• Strengthening “best effort” language for contractor part-time employee hours
• Responsible bidder language
The Board requested that staff look further into several items, including:
• “Total compensation” for extra help County staff versus full-time employees
• Profiles of airport lessees and fair contracts
• Potential outline of what a living wage enforcement program would entail
The PLA Ad Hoc will meet on November 9, 2022 to discuss next steps with exploring updates to the County’s Project Labor Agreement policy.
The Public Art Policy Review Ad Hoc met on August 10, 2022 to discuss the Public Art Plan progress, preliminary ideas on financing, and past Creative Sonoma public art projects. The next Ad Hoc meeting will be on October 27, 2022.
Completed Ad Hoc Summaries
The following Ad Hocs have been formally dissolved due to the completion of their work.
The Economic Development Board Ad Hoc was dissolved by the Board on July 12, 2022. Department Interim Executive Director provided the Board with a full update at the July 12 Board Meeting (See July 12, 2022, Board Agenda item #43, Legistar file 2022-0711).
On July 19, 2022, the Evacuation Zone Access Ad Hoc held a community workshop during the Board of Supervisors meeting. At this meeting, the Board directed staff to develop the Agricultural Access Identification Car program, which was subsequently adopted by the Board on August 30, 2022. This action represented the completion of the Ad Hoc committees’ work and this ad hoc is now formally dissolved.
