Adopt a resolution agreeing to comply with all conditions and requirements set forth in the State Transit and Intercity Rail Program (TIRCP) Master Agreement and authorize the Director of Sonoma County Public Infrastructure (formerly known as Transportation and Public Works) to execute the TIRCP Master Agreement and Program Supplements, any amendments thereto, or other related program documents with the California Department of Transportation.

Executive Summary:

The Sonoma County Public Infrastructure Department (SPI) is requesting adoption of a Resolution authorizing the Director of SPI to execute a master funding agreement between County of Sonoma/Sonoma County Transit and the California Department of Transportation, to allow the County to receive TIRCP funds for transit projects.

 

Discussion:

The California Department of Transportation utilizes a Master Agreement for TIRCP-funded transit projects, along with associated program supplements and fund transfer agreements, for the purpose of administering and reimbursing state transit funds to local agencies. TIRCP funds may include contributions from the State’s Greenhouse Gas Reduction Fund (Cap-and-Trade) and Senate Bill 1 (SB1). A Master Agreement is a 10-year umbrella agreement that allows local agencies to enter into grant agreements with the California Department of Transportation. The statutes related to TIRCP-funded transit projects require a local implementing agency to execute an agreement with the California Department of Transportation before project expenditures can be made. The California Department of Transportation requires a separate Master Agreement for TIRCP-funded transit projects that is in addition to its Master Agreement for other state-funded transit projects.

Sonoma County Transit was recently awarded a total of $6,327,000 in TIRCP funds to purchase replacement electric transit buses and related charging equipment. Staff anticipates returning to the Board in January to request authorization to purchase ten 40-foot all electric coaches and related charging equipment which will include a Budgetary Resolution to appropriate the funding for FY 2022-23.

The remaining $3,178,500 is programmed for the purchase of four additional 40-foot coaches in and related charging equipment in FY 2023-24. The appropriations will be included in the FY 2023-24 Transit Recommended Budget.

This action requests Board approval to authorize the Director of Sonoma County Public Infrastructure to execute a master funding agreement with the California Department of Transportation to allow receipt of the requested funds for the approved projects.

Fiscal Summary

 

Narrative Explanation of Fiscal Impacts:

No appropriations are being requested as part of this request. The FY 2022-23 Transit Capital Adopted Budget included the purchase of eight (8) electric coaches. Staff anticipate bringing a request for a Budgetary Adjustment in January 2023 to increase capital appropriations and request authorization for the purchase electric coaches and related charging equipment.  The coaches will be funded with a combination of Federal Transportation Administration grant ($6,544,778) funds, TIRCP funds ($3,148,500), and Transportation Development Act Funds ($1,294,632). Appropriations for FY 2023-24 will be requested during the annual budget process.
