Executive Summary:

Local Events, Organizations, District Priorities Grants of the Community Investment Fund Policy provides grant allocations to each Supervisor, to be distributed at the Supervisor’s discretion. The Fifth District has reviewed applications and wishes to recommend the following FY 22-23 grant awards:

 

1.                     10,000 Degrees to support the College Access and Success programming, grant award of $2,000;

2.                     Bodega Bay Fisherman's Festival for advertising and shuttle support, grant award of $5,000;

3.                     Bodega Volunteer Fire Department for advertising support for annual fundraiser, grant award of $1,500;

4.                     California Indian Museum and Cultural Center for advertising costs and branded canopy, grant award of $1,000;

5.                     Cazadero Community Club to support first responders appreciation dinner, grant award of $2,000;

6.                     Face to Face for mobile van retrofitting, grant award of $1,500;

7.                     Food for Thought to support nutrition services for the unhoused, grant award of $5,000;

8.                     Integrative Healers Action Network (fiscal agent: Inquiring Systems Inc.) to support free, integrative health clinics, grant award of $1,000;

9.                     Kid Scoop News to support Title One schools receiving literacy-boosting publication, grant award of $500;

10.                     KOWS Community Radio to support back-up system for broadcasting and app enhancement, grant award of $6,000;

11.                     Listening for a Change to fund the Climate Awakening Pilot Project, grant award of $1,500;

12.                     Monte Rio Recreation & Park District to support beach clean-up and trash disposal, grant award of $2,000;

13.                     North Coast Builders Exchange to provide CPR/First Aid training to students, grant award of $500;

14.                     Rural California Broadcasting Corporation (dba KRCB Northern California Public Media) to support event advertising and costs, grant award of $1,000;

15.                     Russian Riverkeeper to fund cleanup supplies, safety training, waste fees, and volunteer recruitment, grant award of $4,500;

16.                     Sebastopol Area Senior Center to support Harvest Café offering meal opportunities to older adults, grant award of $1,500;

17.                     Sebastopol Area Senior Center for Legacy Thrift Store advertisement, grant award of $1,500;

18.                     Sebastopol Chamber of Commerce & Visitor Center to support visitor center operations, grant award of $2,500;

19.                     Sonoma Family Meal to support Disaster and Food Insecurity Response Program, grant award of $2,000;

20.                     Children's Museum of Sonoma County to fund Access Programs, grant award of $3,000; and

21.                     YWCA Sonoma County to support 2nd annual “Y I Run” event, grant award of $2,000.

 

Activities performed utilizing Community Investment Program funds provide public benefits that serve important community needs under Government Code Section 26227.

 

Discussion:

The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department as well as the Economic Development Department and a number of other county department activities, all with the focus of supporting the community’s recovery efforts.

 

The Community Investment Fund Policy is divided into different categories. The Board established the Local Events, Organizations, District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community. The Board may award funding to County Department to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each district. Events and organizations make requests throughout the year to the Supervisorial District in which their event/organization exists.

 

Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement (contract) by the entity. The contracts will be executed by the County Administrator, or designee. The contracts will require the County seal on promotional materials produced using the grant award.

 

Activities performed utilizing Community Investment Program funds provide public benefits that serve important community needs under Government Code Section 26227.
