A)                     Adopt a resolution of the Board of Directors of the Occidental County Sanitation District affirming its legal name, date of formation, and current address for the district.

B)                     Adopt a resolution of the Board of Directors of the Russian River County Sanitation District affirming its legal name, date of formation, and current address for the district.

C)                     Adopt a resolution of the Board of Directors of the Sonoma Valley County Sanitation District affirming its legal name, date of formation, and current address for the district.

D)                     Adopt a resolution of the Board of Directors of the South Park County Sanitation District affirming its legal name, date of formation, and current address for the district.

Executive Summary:

In order to be eligible for federal grant awards, applicants must have an active registration in the System for Award Management (SAM). Registration must be renewed annually, and this year new requirements for entity validation documentation were imposed. To meet this new requirement, each sanitation district needs a resolution of its governing board establishing its legal name, date of formation, and its current address. Because the Sonoma County Water Agency manages and operates these districts under contract, its legal address must be listed as the districts’ current addresses.

 

Discussion:

The County Sanitation Districts are funded by revenues specific to each district’s customer base. Sources of revenue may include connections fees, annual service charges, interest, recycled water power sales, as well as bond, loan, and grant revenue. Federal funding in the form of grants and low-interest loans are important revenue sources to maintain and improve wastewater infrastructure. Grant funds help offset the cost of making improvements thereby lowering the cost for district rate payers.

 

The System for Award Management (SAM.gov) is an official website of the U.S. Government. Among other things, it allows users to register to do business with the U.S. Government and search for registration and exclusion (suspension or debarment) records. An exclusion identifies a party excluded from receiving federal contracts, certain subcontracts, and certain types of federal financial and non-financial assistance and benefits. If an entity or any of its principals are subject to an active exclusion, it means that entity is currently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any federal agency. Awarding officials check SAM.gov to see if an exclusion exists for an entity. None of the Districts has been debarred or declared ineligible for federal awards or contracts.

Federal funding, such as grants and low-interest loans, are important sources of additional money to maintain and improve the sanitation infrastructure unique to each district. Maintaining current registration and good standing in SAM.gov ensures each District remains eligible for these funds
