Adopt the resolution authorizing consolidation of all local jurisdictions that have submitted requests for consolidation with the November 8, 2022, General Election (as required by California Elections Code [EC] §§ 10400, 10401, and 10403) and which have either (1) at least one measure to be placed before the voters, or (2) at least one candidate office with sufficient nominees to trigger an election.

Executive Summary:
The regularly scheduled General Election is set to be held on November 8, 2022. EC §§ 10401 and 10403 provide that elections called by school districts, municipalities, special districts, or other political subdivisions for the same date as a statewide election may be consolidated by the board of supervisors of the county in which the consolidation is to be effected so that matters being voted on in the same territory will appear on the same ballot. The primary purpose of consolidating elections is to maximize utilization of resources needed (i.e., avoid duplicating tasks), which can result in overall cost savings.
Discussion:
Pursuant to EC § 10416, the costs of conducting elections are shared between the entities involved. Full costs will be billed to the involved jurisdictions following the election.
Copies of resolutions received in the Registrar of Voters Office from local jurisdictions requesting consolidation with the November 8, 2022, General Election, and having at least one measure or candidate office appearing on the ballot, are on file with the Clerk of the Board.
