A) Authorize the Director of Health Services, or designee, to execute an agreement with William John Carter dba Skycrest Consulting LLC for behavioral health consulting services through June 30, 2025 in an amount not-to-exceed $452,400, including a fiscal year 2022-2023 amount not-to-exceed $150,800.
B) Adopt a resolution authorizing budgetary adjustments to the fiscal year 2022-2023 adopted budget to reflect additional expenditures and revenue related to the agreement with William John Carter dba Skycrest Consulting LLC for behavioral health consulting services in the amount of $150,800. Executive Summary:
Skycrest Consulting LLC has extensive expertise in California county behavioral health systems and services and will provide the Department of Health Services (DHS or “the Department”) with consulting services that will include analysis of certain components of DHS operations related to assigned projects, primarily focused on upcoming Behavioral Health projects, staff training, and guidance and recommendations to relevant DHS administrators, managers and executive staff. This item requests approval to enter into an agreement with William John Carter dba Skycrest Consulting LLC for behavioral health consulting services through June 30, 2025, with a not-to-exceed amount of $150,800 annually.
This item also includes a request for approval of a budget adjustment to the fiscal year 2022-2023 adopted budget to increase revenues and expenditures associated with the proposed agreement by $150,800 in the Department of Health Services. The Department will use 1991 Mental Health Realignment fund balance to fund the proposed agreement over three years.
Discussion:
Skycrest Consulting, LLC has extensive expertise in California county behavioral health systems and services. Under the direction of the DHS Director, and in collaboration with DHS and DHS’s Behavioral Health Division leadership, Skycrest Consulting will provide subject matter expertise and strategic guidance to DHS to inform decision-making and planning. Services will include, but are not limited to, analysis of DHS operations and staff training, and guidance and recommendations to relevant DHS administrators and managers. Skycrest Consulting will provide services in the form of research, in-person, and virtual interactions, as well as formal and informal written communication. Executive staff will receive reports and advisement on topics as requested.
William Carter has unique and singular knowledge of the information gathering, project planning, resourcing, and decision-making processes for the projects that he will be advising on and Sonoma County DHS. He has not consulted for County DHS here or in any other jurisdiction.
This item requests approval to enter into an agreement with William John Carter dba Skycrest Consulting LLC for behavioral health consulting services through June 30, 2025, with a not-to-exceed amount of $150,800 annually.

The Department will use a total of $452,400 of 1991 Mental Health Realignment fund balance to fund the proposed agreement for three years. Current estimated 1991 Mental Health Realignment fund balance as of June 30, 2023 is approximately $14.2 million net of future obligations including funding of $452,800 for the proposed agreement.
