Executive Summary:
To provide uninterrupted chlorination treatment of potable water and wastewater, Sonoma County Water Agency (Sonoma Water) utilizes the services of Borges & Mahoney, Inc. (Service Provider) for gas chlorination equipment, parts, accessories, and maintenance services in potable water transmission, and at two wastewater treatment facilities that require chlorination treatment. Service Provider is the exclusive distributor and servicer in Northern California for the Wallace & Tiernan brand of chlorination equipment Sonoma Water uses. Service Provider was historically included on the County of Sonoma Blanket Purchase Order (BPO) list but was recently removed, so Sonoma Water is negotiating this agreement to obtain the needed parts and service.

HISTORY OF ITEM/BACKGROUND
Sonoma Water is a wholesale provider of potable water for approximately 600,000 people in Sonoma and Marin counties. In addition, Sonoma Water operates eight sanitation districts and zones within Sonoma County.
Treatment of both drinking water and wastewater often utilizes chlorine for disinfection and Sonoma Water utilizes it throughout the potable water transmission system, and at the two wastewater treatment facilities that require chlorination as part of their operations: Airport/Larkfield/Wikiup Sanitation Zone (ALWSZ), and the Sonoma Valley County Sanitation District (SVCSD). This allows Sonoma Water to provide uninterrupted treatment services. To provide uninterrupted treatment, and remain in compliance with the State of California, Sonoma Water relies on Service Provider for gas chlorination equipment, parts, accessories, and maintenance services. Service Provider is the exclusive distributor and servicer in Northern California for the Wallace & Tiernan brand of chlorination equipment Sonoma Water uses. Specifically, they provide chlorine and pH probes, chlorine analyzers, and service for the chlorinators and regulators that are an integral part of Sonoma Water’s treatment operations.
Service Provider was historically included on the County of Sonoma BPO list and Sonoma Water has contracted with them for parts and service for over 30 years. Service Provider has been removed from the BPO list, so Sonoma Water is negotiating this agreement to obtain the needed parts and service on a frequent and on-going basis.
SELECTION PROCESS
A competitive selection process was not completed, and a Sole Source Waiver was obtained from the County of Sonoma, General Services Department, Purchasing Division.
SERVICES TO BE PERFORMED
Under the proposed agreement, Service Provider will provide parts and services for Sonoma Water’s chlorination equipment.
The cost of services will not exceed $375,000; the term end date is August 30, 2025.
The agreement includes two options for Sonoma Water to extend this agreement for a period of one year each by providing written notice to Service Provider thirty days in advance of the expiration date of the agreement and of the first extension option.

Narrative Explanation of Fiscal Impacts:
Budgeted amount of $125,000 is available from FY 2022/2023 appropriations: ALWSZ Operations Fund ($10,000), Water Transmission O&M Fund ($60,000), and SVCSD Operations Fund ($55,000).
FY 2023/2024, and FY 2024/2025 appropriations will be budgeted in those fiscal years.
