Executive Summary:

The Department of Transportation and Public Works, Airport Division, (Airport) is recommending the approval of specifications for the 2022 Hazardous Tree Removal Project - Charles M. Schulz - Sonoma County Airport and award of the contract to the lowest responsive and responsible bidder. As part of this project, staff are recommending a 10% construction contingency to account for any unforeseen circumstances that cannot be predetermined prior to the start of the project.

 

Discussion:

The Airport is responsible for vegetation management on Airport property, located at 2200 Airport Boulevard, Santa Rosa. Eucalyptus trees located on the property have been identified as potential obstructions to runway approaches, or fire hazards. The Airport is proposing to remove approximately 200 eucalyptus trees  in order to maintain clear approach and departure visibility and reduce the risk of fire in the area. Approximately 1,500 trees will be considered for removal in a in a future project within the Airport property. The trees will be removed in phases in order to minimize disruptions to the airport operations and wildlife.

The project was advertised for bidding on January 31, 2022. Bids were opened: March 14, 2022

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder. The low bidder for this work is Kingsborough Atlas Tree Surgery, Inc, a Sonoma County tree service since 1982. The Department recommends awarding the contract to Kingsborough Atlas Tree Surgery, Inc.

The total estimated cost of construction is $158,983.91 including 10% for construction contingency. Funding for this project will be sourced from normal Airport revenues from fees for services and may be reimbursed by Federal Aviation Administration (FAA) Airport Coronavirus Response Grant Program (ACRGP) which include the Coronavirus Aid, Relief and Economic Security (CARES) Act, the Coronavirus Response and Relief Supplemental Appropriation (CRRSA) Act and the American Rescue Plan Act (ARPA).

The proposed project is categorically exempt under CEQA, including pursuant to Section 15301 of the State CEQA Guidelines. The activity proposed involves maintenance, repair, and minor alteration of an existing public facility with no expansion of use and specifically involves the maintenance of existing landscaping and vegetative fuel management to reduce the risk of fire from a small stand of highly flammable, non-native Eucalyptus trees to the immediately adjacent and surrounding residential areas.

The proposed contract will facilitate the removal of approximately 200 trees and hauling of the wood offsite. Contingency for the project is intended to cover unforeseen costs during the removal process. Therefore, the Department is recommending approval for specifications and authorization to award a contract to Kingsborough Atlas Tree Surgery, Inc., in an amount not to exceed $158,983.91.

Narrative Explanation of Fiscal Impacts:

Funding for this project was programmed into the FY 2022-23 approved Airport Enterprise Fund budget, and will be sourced from normal Airport revenues received from fees for services and rents. Costs may also be reimbursed by Federal Aviation Administration (FAA) Airport Coronavirus Response Grant Program (ACRGP) which include the Coronavirus Aid, Relief and Economic Security (CARES) Act, the Coronavirus Response and Relief Supplemental Appropriation (CRRSA) Act and the American Rescue Plan Act (ARPA).
