Executive Summary:

The Department of Transportation and Public Works (TPW) is requesting the Board approve and authorize the Chair to execute a Cooperative Funding Agreement with the Sonoma County Transportation Authority (SCTA). If approved, the Agreement will provide up to $500,000 to the County to undertake a comprehensive traffic study along the Railroad Avenue corridor in the Penngrove area.

The Agreement is funded by development fees collected by the City of Rohnert Park, which are earmarked for their University District Regional Traffic Mitigation Program. Under a separate agreement, the City of Rohnert Park has contracted with SCTA to administer these funds.

Discussion:

If approved, the Agreement with SCTA will provide the County with up to $500,000 in funding to complete a comprehensive traffic study along the Railroad Avenue corridor in the Penngrove area. The County may use consultants, subconsultants, and other third parties to perform the study and complete study deliverables. Once complete, the study will provide documentation of existing traffic conditions in Penngrove and make recommendations for intersection improvements, congestion relief, and traffic calming solutions.

In July 2000, the City of Rohnert Park adopted a General Plan, which recognized traffic congestion problems in the community of Penngrove and committed the City to work with SCTA to implement a regional transportation mitigation program. In 2007, the City of Rohnert Park annexed almost 300 acres (known as The University District) directly north of Sonoma State University and adjacent to the City’s existing eastern border. As part of the annexation plan and associated development agreements, the City collects a regional traffic mitigation fee for development in the University District. SCTA administers the mitigation fee funds pursuant to agreement with the City.

Pursuant to Government Code section 23008, the County may perform work for and furnish goods to municipalities in the County when it is economical and satisfactory to do so. Based on existing and anticipated workloads and priorities, TPW has capacity to complete the traffic study project and pursuant to the Agreement will obtain full cost recovery for all involved department time and resources, including consultant costs. Supporting the effort to analyze traffic conditions in Penngrove and arrive at recommendations for intersection improvements, congestion relief, and traffic calming solutions in the area in consistent with County goals and other initiatives, including planning and infrastructure priorities.

Narrative Explanation of Fiscal Impacts:

Appropriations for this project are included in the FY 22-23 Roads Administration (11051-34010101) budget. SCTA will reimburse TPW up to $500,000 for eligible work.
