Executive Summary:

The Board of Supervisors has requested that staff provide quarterly updates on the Ad Hoc activities to keep the Board and public informed about the progress being made by these committees.  Each committee is unique in its mission, outcomes, and process, therefore individual committee reports are being included. 

 

Discussion:

At the February 1, 2022, Board of Supervisors, the Board of Supervisors approved the Ad Hoc assignments for the 2022 calendar.  The Ad Hoc committee assignments are as follows:

Summary of Key Highlights

The Ad Hoc updates covering information through June 2022 are included as attachments.  Key highlights of the updates for this period include:

 

The Economic Development Department (EDB) Mission Ad Hoc was dissolved by the Board on July 12, 2022.  Department Interim Executive Director provided the Board with a full update at the July 12th Board Meeting (See July 12, 2022, Board Agenda item #43, Legistar file 2022-0711).

 

The Evacuation Zone Access Ad Hoc met four times this quarter on April 21, April 29, and May 19, and June 3. Issues related to community engagement were discussed at all four meetings, including hiring a facilitator, need for equity lens, meeting logistics (in person or virtual) and large group facilitation.  Other topics included meetings with state agencies, public safety concerns and media interests.  On 7/19/22, the Board received an update and conducted a workshop to collect community input and provide next steps direction to staff. (See July 19, 2022, Board Agenda item #29, Legistar file 2022-0621).

 

The Healthy Forests Ad Hoc met on April 28, 2022, to receive updates from County departments on healthy forest activities including current vegetation management grants, land management activities, priority treatment areas, and planning tools departments are deploying to support healthy forest activities.  The Ad Hoc directed staff to form technical subcommittees that will research and report back to the Ad Hoc, with plans to return to full Board in November or December. 

 

The Measure O Ad Hoc did not meet during the quarter, but staff continued to execute activities necessary to implement Measure O. The Board approved a year extension of 10 positions that support the Homeless Encampment and Resource Team. Meetings with the Sonoma County Office of Education regarding the Mobile Support Team Expansion and the Crisis, Assessment, Prevention, and Education Team at public schools are ongoing.  The Ad Hoc charter has been prepared and will be adopted by the Ad Hoc at its next meeting. 

 

The Onsite Wastewater Treatment Systems (OWTS) Ad Hoc held its first meeting on May 26, 2022. The Ad Hoc reviewed and approved the OWTS charter (included as Attachment E) and directed staff to draft an OWTS manual for public review and to proceed with ordinance amendments to allow for waterless toilets. The Ad Hoc agreed to attend upcoming workshops with the Land Use Advisory Panel and the Lower Russian River Citizen’s Advisory Committee as mechanism for soliciting stakeholder feedback.

 

The Project Labor Agreement (PLA) Policy Update Ad Hoc met on April 18, 2022, for a Living Wage Ordinance listening session, and follow-up meeting on June 28, 2022, where staff was provided direction related to Living Wage ordinance activities.   Staff and the ad hoc will be bringing recommendations to the full Board at the September 20, Board meeting. 

 

The Public Art Policy Review Ad Hoc did not hold any meetings during the period.  Staff is completing direction provided at the March 24, 2022, that includes procuring the services of a consultant to assist with ordinance research, stakeholder engagement, and visits to local countywide sites.  Thus far seven focus groups and 17 phone interviews have been completed.

 

The Equity Ad Hoc had its first meeting on June 28, 2022 and approved the scope of work and the purpose of the Ad Hoc and is planning for a presentation to the Board in December regarding various activities and recommendations currently being discussed.  Upcoming meetings are planned for July and August.

 

The Climate and Resiliency (CAR) and Permit Sonoma Management Review Ad Hocs were both recently established and did not hold any meetings during the period but are scheduled to meet in August to refine objectives and adopt Ad Hoc charters and will report on progress during the next Quarterly Ad Hoc report update, scheduled for November 2022.
