Approve the following Countywide Appointments:
A) Approve the reappointment of Jeff Owens to the Agricultural Preservation and Open Space Fiscal Oversight Commission filling the seat of Alternate Commissioner for a term beginning July 12, 2022 and ending on July 11, 2026.
B) Approve the appointment of Dane Jasper to the Aviation Commission for a term beginning July 12, 2022 and ending on January 6, 2025.
C) Approve the reappointment of Caryl Hart to the Great Redwood Trail Agency for a term beginning July 12, 2022 and ending on July 11, 2024.
D) Approve the appointment of Michael Mueller to the Historical Records Commission for a term beginning July 12, 2022 and ending on July 11, 2026.

Executive Summary:
The Board of Supervisors are responsible for appointments to over 75 Boards, Commissions, Committees, and Task Forces. Vacancies and upcoming expiring appointments are posted on the County’s list of Boards, Commissions, Committees, and Task Forces website: <https://sonoma-county.granicus.com/boards/w/808bd6e42edf8e0f>.
Rule 50 of the Board Rules of Procedures states that the Clerk of the Board shall convene staff to review prospective countywide appointments and make appointment recommendations to the Board. The current item submits recommendations for positions on the Agricultural Preservation and Open Space Fiscal Oversight Commission, the Aviation Commission, the Great Redwood Trail Agency, and the Historical Records Commission.
Discussion:
The Agricultural Preservation and Open Space Fiscal Oversight Commission, also referred to as the Fiscal Oversight Commission, serves as an audit committee and is responsible for reviewing each proposed acquisition or conveyance of interest in real property, previewing any borrowing transaction for compliance, and reviewing the annual audit. It can also review internal financial records of the Open Space Special Tax Account, operations and maintenance, and procurement practices.
The Aviation Commission conducts public meetings to provide an opportunity for public input on Airport-related matters, serves as a liaison between Airport tenants and stakeholders and Airport staff, reviews aviation matters related to the operation of the Airport, and provides recommendations, advice, and support to Airport staff
The Great Redwood Trail is a 320-mile, world-class, multi-use rail-to-trail project connecting California’s San Francisco and Humboldt Bays. The legacy trail will travel through some of the wildest and most scenic landscapes in the United States, traversing old growth redwood forests, running alongside oak woodlands and vineyards, and winding through the magnificent Eel River Canyon.
The Historical Records Commission makes recommendations for records management programs and create an informational network identify preservation of additional governmental business, professional and private records historically significant encourage local participation establish liaison with (Sonoma County) Landmarks Commission Historical Genealogical Society seek outside funding.
