Executive Summary:
The Sonoma County Agricultural Preservation and Open Space District (Ag + Open Space) conservation work often involves planning research and analyses related to land acquisition, stewardship and long-range planning. These tasks include general plan consistency analysis, review of parcel maps, lot line adjustments, determination of development potential, biological habitat and environmental assessments, forestry and consultation on conservation planning programs (e.g. riparian corridor protection). Ag + Open Space’s General Manager has approved the proposed “as-needed” professional services agreement with Permit Sonoma - Natural Resources Division for environmental services such as those described below. These services will be applied across a variety of lands owned or managed by Ag + Open Space. The professional services agreement will be for a total amount not to exceed $49,000 for 3 years or until all funds are expended.
Ag + Open Space has protected over 117,000 acres of land in Sonoma County for the preservation of agricultural, scenic, open space, and natural resource values. To actively protect and maintain these values, Ag + Open Space often requires studies of biological resources and forestry analysis to identify potential threats to those resources and management options and recommendations. Environmental impact assessments and permitting services are often needed prior to land ownership transactions or implementation of management plans. Permit Sonoma provides a unique skill set through its access to county data on title restrictions, familiarity with permit requirements, Board approved policies, and regulatory policies from state and federal agencies.
Discussion:
The County will provide the biological services, forestry analysis and environmental impact assessment and permitting services. Biological services include, but are not limited to, vegetation and habitat assessment, wildlife surveys, rangeland assessments, threatened and rare species surveys, management recommendations or proposed best management practices to protect natural resources. Forestry analysis could include, but are not limited to, technical analysis of forest management plans, forest yield projections, and evaluation of management practices on working forest easements or candidate protected properties. In addition, County can provide resource agency permitting such as Regional Water Resources Control Board, NOAA Fisheries, U.S Fish and Wildlife Service, U.S. Army Corps of Engineers, and California Department of Fish and Wildlife. Environmental impact assessment services include, but are not limited to, preparing Initial Studies, California Environmental Quality Act (CEQA) analysis, National Environmental Policy Act (NEPA) analysis, wetlands delineation, and regulatory permit approval. Such services may be required as part of a property acquisition, capital improvement project, fee land management plan implementation, or for mitigative measures on Ag + Open Space properties.

Funding will come from the funding sources for the Ag + Open Space projects, primarily the Measure F tax funds that fund Ag + Open Space. Revenue generated will fund related costs incurred each fiscal year.
