Executive Summary:
The Department of Transportation and Public Works (TPW) requests the Board approve a first amendment to the existing professional service agreement with Biggs Cardosa Associates, Inc. to provide additional time, budget, and scope for the completion of new studies, field investigations and design work required for the Bohemian Highway Bridge Replacement Project by updated regulatory requirements, California bridge design standards, and the results of previous field studies.
Discussion:
The Bohemian Highway Bridge over the Russian River Project (C11009), also known as the Monte Rio Bridge Replacement (the “Project”), was initiated because the current bridge is approaching the end of its operational life and is at risk of failure during an earthquake. A new bridge will provide significant seismic improvements, pedestrian and bicycle improvements and will improve the flow of the Russian River by reducing channel impacts, which helps to reduce flooding. Previous studies found a retrofit of the existing bridge to be infeasible, and the Board provided authorization for the design of a replacement bridge to ensure a resilient and reliable crossing of the Russian River. The Project is currently in its design development and environmental phase, with environmental clearance anticipated later this year. Construction is anticipated to begin as early as 2025.
Biggs Cardosa Associates, Inc. was engaged to begin the design of the bridge on Oct 24, 2017. The original agreement approved by the Board included a scope of work with costs not to exceed $2,748,293. The original agreement identified, and provided quotes for, optional services that may be required depending on project development, the costs for which were not included in the cost of the original agreement. During project development, TPW has identified the need to accept the optional services. TPW has also identified potential for additional services, such as extended environmental studies, which may be paid through contingency.
TPW recommends that the Board approve a First Amendment to the design contract with Biggs Cardosa Associates, Inc., to complete the design scope for the Project. The Amendment will extend the term for five years through December 31, 2027 and add additional budget of $503,603 to pay for the optional services defined in the Original Agreement. The amendment also includes the addition of a 10% contingency of $325,190 for a total increase of $828,793, and a total not to exceed amount of $3,577,086.
The Project is receiving federal funds and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans. This includes potential for performing additional environmental studies, geotechnical investigations, and design work to follow up on new discoveries to comply with updated state and federal regulations.

Narrative Explanation of Fiscal Impacts:
Anticipated costs for this Amendment total $828,793, which includes a 10% contingency, and will be requested as part of the FY 2023-24 Roads Capital Improvement Project (11051-34010103) recommended budget. Up to $733,730 (88.53%) of the funds are potentially reimbursable through the federal Highway Bridge Program (HBP). The funds have been applied for but have not yet been approved for reimbursement. Should the funding be denied, the County will be responsible for the additional contract costs.
