Executive Summary:
Sonoma County Water Agency (Sonoma Water) currently owns and maintains the existing Channel Drive Bridge that crosses over the Santa Rosa Creek Diversion Channel which connects Santa Rosa Creek to Spring Lake. Sonoma Water has a desire to transfer ownership and maintenance of the bridge to the City of Santa Rosa. Prior to the transfer, Sonoma Water will make repairs to defects, as observed, by California Department of Transportation. Sonoma Water has contacted Brelje & Race to assist with the project.
Discussion:
HISTORY OF ITEM/BACKGROUND
Sonoma Water currently owns and maintains the existing Channel Drive bridge (the bridge) that crosses over the Santa Rosa Creek Diversion Channel which connects Santa Rosa Creek to Spring Lake. The bridge is a four span continuous reinforced concrete T-Beam bridge with a concrete deck, concrete column bents, and monolithic wingwalls that was originally constructed in 1959. The bridge is located approximately 300 feet south of the Montgomery and Channel Drive intersection. The bridge is used as the primary public vehicular access route to Spring Lake County Park and the City of Santa Rosa residential subdivisions of Melita Heights and Spring Meadows. Sonoma Water has a desire to transfer ownership and maintenance of the bridge to the City of Santa Rosa (City). The observed defects, as observed by California Department of Transportation of California (Caltrans), need to be addressed, as a condition of the ownership transfer.
Caltrans’ Structure Maintenance and Inspections department periodically performs a routine inspection of the bridge in accordance with Title 23 of the Code of Federal Regulations (Federal Highway Act) and the National Bridge Inspection Standards (NBIS). No major structural deficiencies were observed in the August 30, 2012, or August 4, 2020, inspection reports. Noted defects included minor cracks and spalls, erosion near one of the abutments, and alligator cracking and settlement of the asphalt concrete roadway approaching the bridge abutments. Treating the bridge deck with a methacrylate resin to seal cracks in deck is also recommended in the Caltrans inspection reports.
SELECTION PROCESS
Brelje and Race Consulting Engineers (Consultant) was selected from a list of qualified consultants developed from a prior competitive selection process. Attached is a memo that explains the previous competitive selection process.
Consultant was selected for the subject work because of their road and bridge expertise and knowledge of the area.
Sonoma Water may seek to amend or enter into subsequent agreement(s) with Board approval if required, relying upon this competitive selection process, after the preliminary or initial work is completed for the Project.
SERVICES TO BE PERFORMED
Under the proposed agreement, Consultant will provide engineering and design services including developing construction documents for repairing bridge defects noted in the Caltrans inspection reports, rehabilitating the adjacent asphalt roadway approaches, and treating the bridge deck.
The cost of services will not exceed $88,000; the term end date is December 31, 2023.
The agreement includes two options for Sonoma Water to extend this agreement for a period of one year each by providing written notice to Consultant thirty days in advance of the expiration date of the agreement and of the first extension option.

This project will help to maintain Channel Drive Bridge structure in addition to repair/rehabilitate the pavement allowing travel across it easier.
