B) Delegate authority to the Sheriff to sign future amendments and related documents associated with providing the aforementioned services and received offsetting revenue from Sonoma Water in the Sheriff’s Detention facilities.

Executive Summary:
In collaboration with Five Keys Schools and Programs, the Sheriff’s Office Detention Division operates the New Leaf Horticulture Program & Nursery, a branch of Jail Industries, at the North County Detention Facility for the purpose of providing eligible inmate students with the opportunity to receive occupational training in the horticultural field. Students in the Program receive classroom instruction that is partnered with lab exercises and hands-on experience in nursery production and landscape management. The Program and learning environment foster professionalism and increased respect for one's community, fellow volunteers, and the work they collectively perform.
The Sheriff is requesting authorization to sign a revenue Agreement with Sonoma Water, related to the New Leaf Horticulture Program & Nursery. In addition, in the absence of a County policy on revenue Agreements, the Sheriff is requesting authority to sign future amendments and related documents associated with providing the aforementioned services and received offsetting revenue in the Sheriff’s Detention facilities.
Discussion:
The Sheriff’s Office has operated a vocational education horticulture program for eligible incarcerated adults on 2+ acres at the North County Detention Facility, since 1988. For many years the instructor was provided through a contract with the Sonoma County Office of Education; and in 2020 the Sheriff’s Office entered into an Agreement with Five Keys Schools and Programs to provide vocational education services and an expanded horticulture curriculum. The Program operates as New Leaf Horticulture Program & Nursery (New Leaf), a branch of Jail Industries. When not limited by pandemic-related class restrictions, students learn by doing; developing and practicing new skills at every stage of the plant's life cycle. It is through this effort that the nursery is able to offer a wide selection of plants to the public as well as supplying thousands of California native plants to Sonoma Water for habitat restoration.
In 2013, the Sheriff’s Office began providing nursery stock storage, maintenance and propagation services to Sonoma Water for creek side restoration projects. If approved, the Agreement with Sonoma Water will allow the Sheriff’s New Leaf Horticulture Program to continue this partnership and grow a combined total of 1,300 trees and 7,400 assorted perennials each year for sale to Sonoma Water for the Stream Maintenance and Dry Creek Projects. Revenue is estimated at $40,752 a year. Per mutual agreement, other projects may be added, for a revenue total not to exceed $50,000 per year. The term is July 1, 2022 to June 30, 2025. The revenue will be used to support the operation of the Sheriff’s Detention Division New Leaf Horticulture Program & Nursery.

These revenue agreements have no fiscal impact on the County General Fund. Revenue will offset Jail Industries Program expenditures.
