Executive Summary:

On July 13, 2021, the Board of Supervisors awarded a construction contract to Team Ghilotti, Inc. to replace culverts at ten locations throughout the County. The total, not-to-exceed value of the contract at time of award was $579,855.10, which included a 10% contingency. Since award of the contract, construction at nine of the locations has been completed and the tenth location is scheduled to be constructed in summer 2022.

In order to complete construction of the final location at Summerhome Park Road this summer, the Department of Transportation and Public Works (TPW) is requesting the Board approve Contract Change Order #3 (CCO#3) and increase construction contingency for the contract by $60,000, for a new, not-to-exceed value of $639,855.10.

 

Discussion:

The 2021 Culvert Replacement Program, C21310, is the second iteration of the annual Culvert Replacement Program series. The 2021 project consists of structural excavation to remove and replace existing cross culverts, ditching, and slope protection. Trenches are then backfilled, paved, and striped. This project increases the useful life of the roadway by enhancing drainage and providing structurally sound road segments to better serve the public.

On July 13, 2021, the Board awarded a construction contract to the lowest responsive and responsible bidder, Team Ghilotti, Inc. The awarded contract included a base contract amount of $527,141, and a 10% contingency of $52,714.10 for a total, not-to-exceed contract value of $579,855.10. During the course of construction at nine locations in 2021, TPW staff approved two construction change orders and three quantity adjustments within delegated Department authority. These changes resulted in a net increase to the contract value of $45,874 leaving $6,840.10 in contingency available for the final location - Summerhome Park Road.

Since contract award, TPW has made changes to improve the design at the Summerhome Park Road location. These changes have resulted in additional contract time due to material procurement and permit requirements causing non-concurrent construction at the Summerhome Park Road location. These changes have resulted in a $41,678.63 change order for the project. In order to complete the project, TPW staff is requesting Board approval of CCO#3 order as well as an increase in the contract contingency of $60,000 for a new, not-to-exceed value of $639,855.10. If approved, the Change Order and increased contingency will facilitate completion of the Summerhome Park location and address any remaining unforeseen expenses.

Narrative Explanation of Fiscal Impacts:

Funding for Summerhome Park Road contract change order requested in this Board Item are available in the FY 2021-22 Roads Capital budget (11051-34010103), and are included in the FY 2022-23 Recommended Budget. If approved, Roads Capital will use funds received from the Road Maintenance and Rehabilitation Account (SB1) and the County’s General Fund to complete this work.
