Approve Community Investment Fund grant awards and Authorize the County Administrator, or designee, to execute an agreement with the following entities for a Community Investment Grant for FY 21-22: Boys & Girls Clubs of Sonoma-Marin, $2,500; The Ceres Community Project, $1,800; Cruisin’ the Boulevard, Inc., $2,500; LIME Foundation, $1,500; North Coast Ballet California, $1,500; Penngrove Social Firemen, $3,000; Petaluma Educational Foundation, $5,000; Petaluma Downtown Association, $7,000; Petaluma Historical Library & Museum (dba Petaluma Museum Association), $4,000; Sonoma County Farm Trails, $5,000; Sonoma County Pride, $1,500. Executive Summary:
Local Events, Organizations, District Priorities Grants of the Community Investment Fund Policy provides grant allocations to each Supervisor, to be distributed at the Supervisor’s discretion. The Second District has reviewed applications and wishes to recommend the following FY 21-22 grant awards:
1.) Boys & Girls Clubs of Sonoma-Marin for expenses related to the production of summer camp programming focusing on learning loss with elementary and junior high aged children and particularly with those of color, LGBTQ+, BIPOC, homeless, foster-care and low-income families, grant award of $2,500;
2.) The Ceres Community Project for expenses related to the support of “Healing Meals for Healthy Communities” program supporting low-income second district residents with medically tailored meals, grant award of $1,800;
3.) Cruisin’ the Boulevard, Inc. for expenses related to advertising and promotion for the May 21, 2022 Cruisin’ the Boulevard event, grant award of $2,500;
4.) LIME Foundation for expenses related to supporting low-income and under-resourced Sonoma County youth in vocational training thru The NextGen Trades Academy, grant award of $1,500;
5.) North Coast Ballet California for expenses related to advertising and marketing the 5k Dash for Dance fundraiser on May 14, 2022, grant award of $1,500;
6.) Penngrove Social Firemen for expenses related to marketing and advertising for the annual 4th of July parade to be held July 3, 2022, grant award of $3,000;
7.) Petaluma Educational Foundation for expenses supporting PEF Impact Grants benefiting 38 TK-12th grade public, private and charter campuses, grant award of $5,000;
8.) Petaluma Downtown Association for expenses related to the marketing and advertising for the annual Butter & Eggs Days held April 23& 24, 2022, grant award of $7,000;
9.) Petaluma Historical Library & Museum (dba Petaluma Museum Association)for expenses related to the creation of an online history portal website allowing visitors to access collections and visit virtual galleries that showcase Petaluma families, business, cultural and civic communities, grant award of $4,000;
10.) Sonoma County Farm Trails for expenses related to the marketing and promotion of multiple yearly events, grant award of $5,000;
11.) Sonoma County Pride for expenses related to the marketing, promotion and support of the 2022 Sonoma County’s Annual LGBTQI Pride Celebration June 3-5, 2022, grant award of $1,500.
Discussion:
The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department as well as the Economic Development Department and a number of other county department activities, all with the focus of supporting the community’s recovery efforts.
The Community Investment Fund Policy is divided into different categories. The Board established the Local Events, Organizations, District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community. The Board may award funding to County Department to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District based on an overall allocation of $500,000 divided equally across each district. Events and organizations make requests throughout the year to the Supervisorial District in which their event/organization exists.
Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement (contract) by the entity. The contracts will be executed by the County Administrator, or designee. The contracts will require the County seal on promotional materials produced using the grant award.
Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227.
