Executive Summary:

Pursuant to Cal. Gov. Code Sections 25350 and 6063, Regional Parks seeks Board of Supervisors authority to publish a notice of intention to purchase approximately 49.14 acres located at 9841 Wohler Road, Healdsburg.

 

Discussion:

Regional Parks has entered into a purchase agreement with the landowners to purchase the approximate 49.14-acre Property for a purchase price of $2,210,000.  The Property consists of Sonoma County Assessor’s Parcels 110-220-001, 110-220-009, 110-220-010, 110-220-014, 083-010-044 and 083-010-028. The property is adjacent to lands owned by Sonoma Water, just south of Riverfront Regional Park. Subject to future planning and analysis, the proposed acquisition is potentially anticipated to help facilitate the Russian River Trail, a multi-use trail from Healdsburg to Highway 1 generally parallel to the Russian River.

 

Regional Parks intends to appear before the Board of Supervisors on June 13, 2022 to seek authorization to purchase the Property and approval of the associated funding date.

 

The 2010 Sonoma County Bicycle and Pedestrian Plan identifies the Russian River Trail (Project Number 208) as a high priority project. The Russian River Trail is a planned regional Class I bike path located between Healdsburg city limits and Highway 1 in the unincorporated area. The trail would link and improve pedestrian and bicycle access and safety for many of the rural communities within the Russian River corridor such as Forestville, Rio Nido Guerneville, Monte Rio, and Healdsburg. Furthermore, the trail would connect planned and existing river parks such as Steelhead Beach Regional Park and Riverfront Regional Park. The subject property is located between these two County parks and has the potential of providing a critical link for the planned trail.

 

Closing is proposed to take place on or before July 22, 2022.  In the meantime, Regional Parks will be conducting a series of due diligence investigations including a boundary survey and an Environmental Site Assessment, and securing the funding necessary to acquire the property. 

 

California Government Code Section 25350 requires that the Board of Supervisors publish a notice of its intention to purchase property for park purposes prior to authorizing the acquisition.  The notice must contain a description of the property proposed to be purchased, the price, the seller, and a statement of the day and time the board will meet to authorize the purchase.  This notice is to be published in a local newspaper once a week for three successive weeks all prior to the July 22, 2022 Board of Supervisors meeting.  The proposed language for this notice is an attachment to this Summary Report.

 

Regional Parks requests the Board’s authority to publish a Notice of Intent of County to Purchase Real Property pursuant to California Government Code Section 25350 and 6063.

None. No fiscal impacts will result from approving the Notice of Intent. Regional Parks will return to the Board with a specific funding proposal. Funding is currently being secured.
