A)                     Authorize the County Administrator or designee to execute an agreement with the Regional Climate Protection Authority (RCPA) for the County to provide up to $169,742 in marketing, outreach, education, administration, and consulting services, subject to reimbursement by RCPA, related to various Bay Area Regional Energy Network (BayREN) programs through December 31, 2022. 

B)                     Authorize the County Administrator or designee to execute amendments with Regional Climate Protection Authority (RCPA), in form approved by County Counsel, to extend the term for up to two additional years and extend the program should additional funds become available to RCPA.

Executive Summary:

Staff recommends authorizing the County Administrator or designee to execute an Agreement with the Regional Climate Protection Authority (RCPA) for the Energy and Sustainability Division to deliver the Bay Area Regional Energy Network (BayREN) programs through December 31, 2022.  This Agreement will provide funds for the Energy and Sustainability Division technical staff to perform residential and commercial sector energy efficiency projects, consultation, and educational activities, which result in the reduction of greenhouse gas emissions within the County.  This program complements and enhances other energy efficiency programs and services offered by the Division.

 

Through partnership with RCPA, the Division provides services related to single-family, multi-family, commercial, codes and standards, water upgrades and green labeling. These funds allow for continuing education and resources in the above sectors and assist in the completion of projects that result in greenhouse gas reductions, decarbonization and energy efficiency.

 

Discussion:

The Bay Area Regional Energy Network (BayREN) is a collaboration of the nine counties that make up the San Francisco Bay Area.  BayREN provides regional-scale energy efficiency programs, services, and resources.  The proposed Agreement aligns with and supports the goals and objectives associated with California Assembly Bill 32 and the Sonoma County Climate Action and Resiliency Pillar.  Promoting and facilitating the implementation of energy reduction projects and raising awareness of the environmental and economic benefits of such activities will allow the County to demonstrate commitment and leadership in its efforts to reduce greenhouse gas emissions for County operations and the community.

 

The proposed Agreement will leverage the impact of current energy efficiency and sustainability programs that the Division manages, including, the Sonoma County Energy Independence Program (SCEIP), the Sonoma Green Business Program, workforce development programs with local contractors, along with education and implementation of energy building codes for local municipalities.

 

To date, the achievements made through services provided by the Division through the RCPA agreement include:

                     3,212 Single family energy upgrades with over 402,238.40 kWh and 75,534 therm savings

                     $1,296,140.59 in incentives paid

                     19 Multi-family properties upgraded (1,283 units)

                     Energy and Sustainability offers Energy Code technical support rebuilding and retrofit projects

                     Development and update of the Division’s Existing Building Retrofit Better Building and New Construction Rebuild presentations, outreach/marketing materials and consultation support materials related to the current and upcoming Energy Codes, including information about Sonoma County local jurisdiction reach codes.

 

Strategic Plan:

The Energy and Sustainability Division has been actively providing outreach and education efforts related to carbon neutrality since 2011 and efforts towards fire hardening/resiliency since January 2018 after the 2017 Fires.  This includes webinars, workshops, meetings with rebuilding team captains, individual consultations, creating new and updating other outreach collateral, ads, expansion of financing to include seismic and wildfire, battery storage systems, etc.  The Division partners with the Regional Climate Protection Authority (RCPA) through the Bay Area Regional Energy Network (BayREN) to administer programs and services related to carbon neutrality or switching from fossil fuel sources to electricity. These BayREN programs offer rebates to single-family, multi-family and commercial building owners working to increase their energy efficiency and achieve goals towards carbon neutrality, have participating contractors and provide education and training opportunities to several types of audiences. 

 

This item directly supports the County’s Five-year Strategic Plan and is aligned with the following pillar, goal, and objective.

Objective: Objective 1: Provide educational resources to the community that promote and facilitate carbon neutral and fire hardening construction for new and existing homes.

Narrative Explanation of Fiscal Impacts:

Costs required to perform work under the proposed Agreement include staff resources that will be reimbursed by the RCPA and paid on a time and materials/expense basis.  The Agreement establishes a not to exceed limit of $169,742, which will be reimbursed to the County for services performed.  The County shall invoice the RCPA on a monthly basis.  The contract is administered on a calendar year basis.
