Executive Summary:
On December 6, 2021, the Grand Jury notified the County that two required responses were missing from the Board of Supervisor’s response to the 2020-21 Civil Grand Jury Report. In addition, due to a typographical error in the Grand Jury Report, Recommendation 7 should have been listed as requiring a Board response in place of Recommendation 8. This item seeks your Boards approval of an updated response to include required responses to the Alerts and Communications Report Recommendations R2, R7 and R14.
Discussion:
Each year the Civil Grand Jury completes a Final Report on its investigations of potential issues in local government agencies. Under California Law, Civil Grand Jury’s exercise oversight of local government agencies, including counties, cities and special districts. They do so by investigating issues that are brought to their attention through citizen complaints or are selected by the Grand Jury members and issuing reports on their findings and recommendations.
The 2020-21 Grand Jury Final Report was presented to the Presiding Judge of the Superior Court on June 20, 2020. The Final Report included various findings and recommendations that require response from the Board of Supervisors. The Grand Jury requested a response from the Board of Supervisors for the following completed investigations:
• Broadband Access in Sonoma County
• County Jail Inmate Telephone and Commissary
• COVID-19 Mitigation at the County Jail
• Emergency Alerts and Communications
On September 14, 2021, the Board of Supervisors approved responses to the 2020-21 Civil Grand Jury Report and transmitted to the Presiding Judge of the Superior Court.
On December 6, 2021, the Grand Jury notified the County that two required responses were missing from the Board’s response to the Emergency Alerts and Communications report. In addition, we understand that due to a typographical error in the Grand Jury Report, Recommendation 7 should have been listed as requiring a Board response in the place of Recommendation 8. This item seeks your Boards approval of an updated response to include required responses to the Alerts and Communications Report Recommendations R2, R7 and R14.
